Job Duties


Manages the Election Services Division of the agency including supervision of Election and Registration Services, Training, and Campaign Finance. Ensures compliance with state and federal laws regarding the administration of elections. Supervises the work of the teams responsible for election administration guidance, campaign finance, communications and relationship management with the General Registrars, and training for both internal and external audiences. Manages and sets direction of campaign finance staff in the processing of campaign finance reports, addressing campaign finance violations, and managing records in accordance with statutes and regulations. Oversees the analysis and documentation of efficient, uniform, current election administration processes and data. As a member of senior management actively contributes to the adoption of best practices and provides trend analysis in election administration. Guides training staff to ensure development of a training program that encourages compliance with relevant requirements and a continuous learning culture among election officials and staff. Guides Election Registration Specialist staff to provide accurate and timely responses to General Registrars and their staff. Actively participates as a member of the senior management team in setting the strategic direction of the organization

Minimum Qualifications

• Knowledge of Virginia election laws and regulations.
• Proficient knowledge of federal election laws and reporting requirements (e.g. NVRA, HAVA, FWAB, FPCA, EAVS, etc.).
• Knowledge of campaign finance laws, regulations, and reporting systems.
• Familiarity with the operations of statewide election management systems and processes.
• Ability to analyze, develop, and recommend procedures and implement quality control measures.
• Ability to establish and utilize tracking mechanisms and compile reports for internal and external use.
• Experience in evaluating and implementing statutes, regulations, guidance (including creating Standard Operating Procedures, Step by steps and similar materials).
• Ability to use logic and reasoning to identify strengths and weaknesses of alternative arguments and solutions.
• Ability to analyze data and apply analysis to identify beneficial business process improvements.
• Ability to provide information analysis succinctly and accurately to agency senior management and colleagues.
• Demonstrable experience successfully managing employees.
• Proven ability to work well with individuals from diverse backgrounds and experience levels in a team setting.
• Experience in providing a high level of customer service and timely responsiveness.
• Ability to work with local, state, and federal organizations to promote service delivery.
• Excellent verbal and written communication skills.
• Ability to create professional quality presentations for a wide variety of audiences.
• Exceptional organizational skills.
• Proven ability to work with accuracy and attention to detail while handling multiple tasks under strict deadlines.
• High level of attention to detail and experience proofreading and editing.
• Strong knowledge of office and records management, personal computer equipment, and office software.
• Ability to travel occasionally.

Additional Considerations

Experience in Virginia election administration preferred. College degree (BA or BS) in Public Administration or equivalent experience in program and project management preferred. Must have or be able to obtain a valid driver’s license.
