The Department of General Services Division of Engineering & Buildings (DEB) is seeking a qualified Capital Outlay Program Manager. DEB assures the life, health, welfare, and safety of occupants of buildings on state owned property by serving as the State Building Official in accord with the Virginia Uniform Statewide Building Code (COV 36-98.1). More specifically, the Division does the following:

  • Develops state policies and procedures on the procurement of construction services, procurement of professional services, and establishing state building design guidelines for economy, construction practices and quality standards (COV 2.2-1132 and 2.2-4300 et seq.)
  • Develops and promulgates policies, procedures, and accessibility standards through the Construction & Professional Services Manual (COV 2.2-1159) and assures conformance to these guidelines and standards by reviewing documents and performing construction inspections.
  • Provides technical assistance to state agencies for programming, design, and procurement, and maintains the Building Information Tracking System, Electronic Document Review, Virginia Construction Cost Database, and Electronic Document Management.
  • Manages the statewide capital outlay construction program through assistance to the Department of Planning & Budget (DPB) with Capital Budget Requests (Appropriations Act) funds distribution, Maintenance Reserve allocations, by supporting the Six-Year Capital Outlay Planning Advisory Committee (6PAC) (COV 2.2-1516) in management of the capital outlay construction Pool Funding Process, and by providing cost estimating services to support the DPB, 6PAC, House Appropriations Committee and Senate Finance Committee in their capital outlay planning.

As an experienced construction professional, the Capital Outlay Program Manager exercises their knowledge, skills, and abilities to set policies and provide guidance to agencies and institutions of higher education across the Commonwealth on project budgets, procurement, and contracting methodologies for a wide variety of project types and sizes. In addition to providing specific project guidance, the Capital Outlay Program Manager plays a critical role in the overall management of the Commonwealth’s capital programs through tracking, forecasting, and reporting regarding the overall status and potential future needs for capital funding.

Minimum Qualifications

  • Substantial experience in construction management and administration, including experience in project budget controls, reporting, and construction practices and delivery methods and their associated contracts/requirements for a variety of facility types, sizes, and uses.
  • Significant experience in analyzing construction documents, materials, methods, and procedures.
  • Experience in planning and providing project management on capital outlay projects.
  • Experience in preparing and analyzing detailed construction cost estimates.
  • Experience in building code analysis and building site and utilities layout, including experience in building systems analysis and design and in proper procedures for preparation of plans and specifications for a variety of facility types, sizes and uses.
  • Skill in working with professional level project management, finance, budgeting, and administrative governmental staff.
  • Skill in providing training to agencies on the procedures of electronic form processing.
  • Ability to prioritize and schedule their assigned workload to meet both normal completion schedules and special deadlines established by their supervisor.
  • Ability to review forms and documents for proper content, math errors, and completeness of information.
  • Strong computer skills, including the ability to use word processing software to produce written documents and to use spreadsheet and database software to verify of accuracy of data, input data, and compile and print reports.
  • Ability to communicate effectively orally and in writing.
  • Valid Virginia driver’s license (or able to obtain VA license within 60 days of employment).

Additional Considerations

  • Certified Professional Estimator (CPE), Certified Cost Professional (CCP), Certified Cost Estimator/Analyst (CCEA), or similar certification in Construction Management or a relevant field.
  • Experience or training in the Capital Outlay Construction procurement process.
  • Experience with the Commonwealth of Virginia’s Construction & Professional Services Manual.
  • Experience in the utilizing the Commonwealth’s Building Information Tracking System (BITS) application.
  • Working experience with Virginia Uniform Statewide Building Code.
  • Professional Engineer or Engineer in Training certification.
