About the Position:
The Virginia State Police (VSP) is seeking to hire a CRIS Project Manager in our Criminal Justice Information Services Division at our Administrative Headquarters in North Chesterfield, Virginia. The successful candidate will lead a project team and ensure quality deliverables that satisfy user requirements and Virginia State Police (VSP), Information Technology (IT)/Virginia Information Technology Agency (VITA) standards; develop complete project plans; track project progress; monitor milestones, schedules, and costs against estimates; identify and manage risk; and coordinate requirements with stakeholders, other systems and the IT Division; ensure status of project plans and all required VITA documentation is accurate and current; manage CJIS’ relationships with vendors, other VSP Divisions, and outside agencies to ensure that software and services are provided according to established standards; control security system access for sensitive CJIS applications and systems; identify and procure systems hardware, software and services as it relates to CJIS systems and applications; perform project planning, scheduling and budgeting; and acts as a liaison between CJIS Division project members, Virginia State Police (VSP) IT&CT Division staff, and other state agencies/organizations including VITA.

Minimum Qualifications
•Considerable knowledge of integrated information systems management and planning; of information security and audit practices; of business impact analysis processes; of project management principles and techniques; of organizational management, research methodology; and of supervisory principles and practices.
•Skill in operating computers and using Microsoft Office and statistical software applications.
•Demonstrated ability to manage staff performance and morale; to manage software development projects from inception through implementation; to manage moderate to large IT projects to include planning and assigning resources; to define and develop solutions to meet user needs; to plan, manage and research IT feasibility studies; to advise management on organizational management and operations issues; to communicate effectively orally and in writing in English with technical and non-technical individuals; and to establish effective working relationships within and outside the Agency.
•Relevant advanced project management training such as risk management, project metrics and statistical analysis, systems development, enterprise architecture, financial management for projects and programs, strategic planning, and/or organizational dynamics and change management required.
•High School Diploma or GED equivalent.
•Pursuant to Sections 2.2-3100 and 2.2-3131 of the Code of Virginia, this position has been designated to file a Statement of Economic Interests Form at the time of employment and annually thereafter.
•Additionally, Conflicts of Interest Training must be completed within two months of employment.
Additional Considerations
•Kowledge of government procurement laws and processes, including information technology (IT) procurement requirements preferred.
•At least 4,500 hours of successful project management experience as a Project Manager on at least one Commonwealth-level IT project (Category 1 or 2 preferred) or $1M other-than-Commonwealth project is preferred. •Successful completion of VITA Project Manager Qualification Level One or Level Two examination, Certified Project Management Professional, or Certified Program Management Professional preferred.
