Job Duties
The Assistant General Counsel is responsible for representing Commonwealth agencies that have law enforcement responsibilities. The AGC coordinates with agency personnel to review legal complaints alleging improper application of the Virginia Freedom of Information Act. The AGC will review polices and documents with agency personnel, formulate legal defenses and arguments, and litigate the matters in state courts. As such, travel throughout the Commonwealth is required.
This position requires building and maintaining relationships with agency personnel, FOIA council, and OAG attorneys and staff. For agency representation, the AGC prepares legal memoranda, pleadings, and briefs related to civil representation of state agencies.
The AGC also provides research assistance to other AGCs and supervisors as needed. The AAG also drafts memos for elected official investigations, as assigned.
Minimum Qualifications
• Knowledge of civil and criminal law developed through academic training, seminars, and legal work experience
• Knowledge of fundamental subjects in civil and criminal law, including the Virginia Freedom of Information Act.
• Knowledge of legal research procedures and research platforms.
• Knowledge of the preparation of briefs and presentation of arguments for cases before state and federal agencies and courts.
• Knowledge of the practices and procedures of the Office of the Attorney General.
• Knowledge of applicable court rules, rules of evidence, rules of criminal procedure, and administrative rules and procedures in state and federal courts.
• Ability to communicate effectively, both verbally and in writing.
• Ability to demonstrate excellent legal writing skills.
