The Division of Finance (DOF) performs management and oversight of the annual budget and spending for VDSS. It provides guidance for the departments’ financial policies and ensures fiscal compliance with state and federal regulations. The Division of Finance is also responsible for processing financial transactions for VDSS and reporting the results of those transactions to local agencies, field offices, state and federal entities.
We are currently seeking an experienced professional to serve as one of the Accounting Managers for the Division of Finance, reporting to the General Accounting Manager Senior. The position oversees Small Purchase Charge Card (SPCC) system; performs reconciliations, managerial analysis, and interpretation of financial functions pertaining to SPCC; and supervises and evaluates internal processes related to Commonwealth of Virginia Bank of America Travel Card and Airline Travel Card. Audits and reviews general accounting payments to include travel voucher processing and year-end 1099 reporting. Supervises accounts payable process, investigates discrepancies, and performs transaction audits and updates. This position is also accountable for ensuring that agency employees are in compliance with state and federal laws and regulations pertaining to disbursement processing, i.e. Commonwealth of Virginia’s Prompt Payment Act, Uniform Guidance 2CFR Part 200.
Minimum Qualifications
• Working knowledge of fund accounting and the ability to apply accounting theory and principles in analyzing and researching financial data, generating complex reports and resolving problems.
• Extensive knowledge of and work experience in Accounts Payable, agency charge cards (SPCC, Airline, Travel) and use of Financial Database Systems (preferably Oracle Financials or PeopleSoft).
• Demonstrated knowledge of Commonwealth of Virginia payment practices and policies.
• Experience interpreting and applying state policies, procedures, laws and regulations in relation to compliance requirements as mandated in the Commonwealth Accounting Policy & Procedures Manual (CAPP).
• Working knowledge of accounts payable operation, management
• Demonstrated ability providing daily supervision of staff.
• Demonstrated ability to review, analyze and interpret financial transactions to ensure accuracy, timeliness and compliance.
• Demonstrated ability to interact with and fulfill the needs of internal and external customers/stakeholders in a professional manner.
• Demonstrated ability to communicate effectively verbally and in writing.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, etc.).
• Demonstrated ability to work in teams, work effectively under pressure and make decisions and recommendations to enhance processes, operations, and staff.
Additional Considerations
• Considerable experience with the supervision of staff, accounts payable processing, and financial applications.
