The Department of Behavioral Health and Developmental Services (DBHDS) is seeking an experienced Procurement Officer to focus on IT solutions. We are interested in someone who is inquisitive, values continuous growth, enjoys working as a team member, is an effective communicator, is comfortable with a heavy volume of work, and understands the complex arena of IT procurement.

This position is responsible for developing and executing sourcing strategies for IT solutions, services and goods. The selected candidate will assist internal customers in identifying how to solve IT procurement business problems, and facilitate the process of evaluating, negotiating and selecting IT solutions that provide the best value to the Commonwealth. This includes leading the development of request for proposal documents, leading teams in evaluating supplier proposals, negotiating complex contracts with suppliers, and managing resulting contract relationships.

Minimum Qualifications

Experience in sourcing IT goods and services. Thorough knowledge of and experience in contract development and experience negotiating high value contracts. Ability to analyze and interpret complex IT contracts. Intermediary knowledge of project management. Ability to interpret procurement law and policies. Skilled in managing procurement activities and delivering procurement value. Ability to work independently with self-organization and prioritization of work, as well as work with all levels of staff. Ability to communicate effectively, both orally and in writing. Capacity to make sound decisions through critical thinking and reasoning. Ability to multitask and shift priorities accordingly.

Additional Considerations

State procurement experience. Knowledge of the Virginia Public Procurement Act (VPPA), Agency Procurement and Surplus Property Manual (APSPM) and Buy IT Manual. Virginia Contracting Officer (VCO) Certification. Certified Public Procurement Buyer (CPPB) Certification.
