The Department of General Services (DGS) Fiscal Office is seeking a Financial Reporting Manager to lead the General Ledger/Financial Reporting unit and to ensure compliant completion of federal and state agency reporting functions. This position will provide leadership, training, and direction to a staff of professional accountants performing a variety of complex accounting and analytical functions within the areas of General Ledger, Fixed Assets, Grant Reporting, Lease Accounting, and Financial Reporting while also providing financial, functional and technical support to Divisions within the Agency.
Job duties include, but are not limited to:
- Preparing and reviewing financial attachments, schedules, and footnotes for the year-end submissions to be included in the Commonwealth’s Annual Comprehensive Financial Report.
- Managing, reviewing, analyzing and approving monthly financial statements, journal entries, reconciliations, financial projections, and forecasting of accounting data with accuracy and in a timely manner.
- Examining, evaluating, and releasing fixed assets, lease expenditures, and subscription-based IT transactions, and managing all related financial reporting.
- Creating tools to help improve financial processes and guidance to support management through various financial processes.
- Providing take timely and effective recommendations that support management and other state agencies in planning and decision making.
This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after 6 months of satisfactory performance.

Minimum Qualifications
This position is open to current Commonwealth of Virginia employees ONLY. Applications that do not meet this requirement will not be considered.
- Considerable knowledge and experience with accounting and financial practices, policies, and procedures, including accrual and cash basis accounting.
- Considerable experience with fund and/or governmental accounting.
- Considerable experience managing professional accountants, including training and evaluating performance.
- Experience preparing and/or assisting with generating Trial Balances, Income Statements, and Cash Flow Statements.
- Experience with monthly and year-end closing processes.
- Considerable knowledge of Generally Accepted Accounting Principles and a demonstrated ability to evaluate compliance with policies and procedures.
- Demonstrated ability to understand, develop, explain, and apply policies and procedures to present justifiable recommendations.
- Ability to independently research, analyze, and evaluate large volumes of complex financial data and accounting transactions.
- Ability to prioritize, multitask, organize work effectively, meet deadlines, and be detail oriented.
- Strong problem-solving skills, including the ability to conduct complete and thorough analysis, interpret data for accuracy, reason in the abstract, and determine the impact of actions in order to plan and/or make effective recommendations for resolving complex issues.
- Strong verbal and written communication skills, including the ability to create written reports and documents in a concise, clear, and effective manner and interact with all levels of management, employees, state agencies, auditors, and others.
- Significant skills utilizing automated accounting software applications to input and review financial data, run queries, generate financial reports, and to further develop and improve work processes.
- Highly proficient skills in utilizing Microsoft Office (Word, Outlook and Excel); to include creating and developing spreadsheets utilizing formulas, pivot tables, etc..

Additional Considerations
- Professional certification in Financial Management (CPA, CGFM, etc.)
- Experience independently establishing, maintaining, evaluating, and improving financial processes, systems, and internal controls.
- Knowledge of lease accounting and associated software systems.
- Knowledge of fixed asset accounting and software systems.
- Experience working with federal grants and associated reporting.
