Job Duties

The Department of Environmental Quality's Department of Clean Water Finance and Training Program is seeking a qualified candidate for the Clean Water Financing and Assistance Program (CWFAP). CWFAP protects and enhances water quality by providing flexible funding solutions and assistance to localities, organizations, and citizens of the Commonwealth. This position primarily provides assistance and oversight to loan recipients in the planning and implementation of loan projects by discussing program policies and procedures, evaluating project benefits and eligibilities, providing insight and recommendations, inspecting project construction, and reviewing payment requests and grant recovery documentation. In addition, this position provides project management support for the components of the CWFAP: Virginia Clean Water Revolving Loan Fund, Stormwater Local Assistance Fund, Water Quality Improvement Fund, American Rescue Plan Act Fund, and state CSO grants. This position is part of a highly functioning team that implements program strategic initiatives working toward the CWFAP vision of understanding that Virginia’s water quality needs are as diverse as its communities and being committed to cultivating partnerships and creating effective solutions that provide all communities with the funding and assistance they need, so that every Virginian has access to clean water.

Minimum Qualifications

Knowledge of wastewater treatment/stormwater treatment technologies, agricultural conservation practices, and construction management principles.
Demonstrated experience in contract/grant negotiations, project and budget management and administration, and teamwork principles.
Demonstrated ability to plan, schedule, and manage program area functions.
Knowledge of environmental laws and regulations and environmental programs, especially related to water quality.
Must possess excellent interpersonal, verbal and written communication skills in a complex and technical environment.
Experience with personal computers, automated databases, and Microsoft Office Suite software.

Additional Considerations

Combination of education, experience, training or course work in environmental engineering, natural and/or physical science.
