Job Duties
VDOT NOVA DISTRICT is Seeking an Engineer for Preliminary Engineering to assist in delivery of District's transportation program within Loudoun County by representing interests of jurisdictions and representation of VDOT's interest to the jurisdiction with regard to VDOT planning, preliminary engineering, construction, maintenance and operational processes. You will perform varied technical engineering duties related to the project development program. Coordinate and communicate with elected officials, local government staff and citizens regarding funding. You will facilitate resolution of transportation project and program within the assigned county related issues and coordinate public involvement process for county and district-wide projects.
Responsibilities include but may not be limited to:
Enhancement Program Manager- Manage and serve as point of contact for County Enhancement projects. Review and rank applications with others. Provide guidance to applicants and sponsors. Attend and participate in workshops for Enhancement projects. Serve as local expert on requirements for projects.
Teamwork and Customer Service- Demonstrates customer service and work habits that reflect the VDOT Values and coordinates the flow of information both orally and in writing.
Analysis and Technical Reporting- Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
Manage Assigned Activities- Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
Special Assignments - Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
Communication- Participate in county and locality coordination meetings, providing status updates on SSYP projects and any locality administration agreements. Coordinate, attend and facilitate project meetings, particularly related to coordination with county staff on county-related issues.
Coordinate Transportation Program Issues- Assist in the coordination of Transportation Program issues. Serve as point of contact for project development for locality projects. Monitor and assist local governments with preliminary engineering of development of projects and project initiation in the STIP, CLRP, TIP, SSYP or equivalent and the SYIP. Coordinate with county staff and internal VDOT disciplines. Serve as local VDOT resource on special funds (TAP, RS, HSP, CMAQ, RSTP).
Public Involvement- Manage and serve as point of contact for the development of public hearing and Public Information Meeting presentations, transcripts, logistics and web pages for projects within the county. Prepare responses to citizen inquiries reflecting VDOT's position on design issues. Provide specific guidance to localities on the public hearing process.
Provide Project Development and Delivery Support- Provide support to VDOT and Locally Administered Transportation Projects during Project Development and Delivery processes. Be familiar with the Project Pool to assist with administration and development of scope, schedule and estimates. Facilitate coordination between VDOT and the local government to resolve related issues.
Engineering Process Management- Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
Project Engineering- Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
Minimum Qualifications
• Valid driver's license.
• Experience monitoring expenditures and funding streams and communicating results.
• Experience in project development and construction of roadway improvement projects (public involvement, environmental requirements, engineering principles, specifications and contracts).
• Experience applying civil engineering principles related to roadway design, construction methods, standards, specifications and materials.
• Experience interpreting plans and sketches.
• Skill in the use of computers and software applications to include charts, graphs and presentations to communicate project concerns.
• Experience facilitating meetings and resolving conflicts between internal and external entities related to project or program concerns.
• Ability to communicate effectively orally and in writing with internal and external customers.
Additional Considerations
• Knowledge of VDOT's Road and Bridge Specifications and Standards.
• Experience managing improvement projects administered by a DOT or locality.
• Professional Engineering license or Engineer in Training certification.
• A combination of training, experience, or education in Roadway Design or related field desired.
