Job Duties
VDOT’s Staunton District Interstate Maintenance Office (IMO) is seeking a Contract Administrator Supervisor for the District’s Northern project (Rockingham, Shenandoah, Warren and Frederick Counties) to provide the management and daily oversight of all work activities within the North project area. As the successful candidate, you will manage the various operations and work activities associated with the daily performance of the North interstate maintenance project. In addition, you will ensure compliance with all contractual performance requirements and deliverables, manage project budgets and expenditures, develop and approve work plans, review and inspect completed field work and provide management of assigned contract monitors. You will also ensure maintenance accomplishments, expenses and reports are submitted to HMMS and other VDOT reporting systems, ensure Work Orders are reviewed and addressed in a timely manner, conduct TORT Claim investigations as well as plan and lead Project meetings as needed.
Key responsibilities include:
• Maintenance Management – Assign, direct and oversee asset maintenance and hired equipment contractors for compliance with all directed work and required contract specifications. Inspect the interstate routes and all assets for maintenance needs, make recommendations, develop work plans and schedule equipment, personnel and materials as needed.
• Contractor Oversight – Oversight and Performance evaluation of all Contractor provided services. Maintain diaries, photo-documentation, performance reports, complete timesheets and material requests. Ensure compliance with Performance and Timeliness metrics in all contracts. Review and approval of all completed contractor work.
• Emergency Operations / Incident Management – Participate in emergency operations/incident management as needed to support continued safe traffic flow on the interstate routes. Monitor Contractor compliance with incident emergency response plans and traffic control support for incident management. Participate in incident response to support snow removal operations
• Job Safety – Determine and demonstrate proper worksite protection techniques. Ensure workplace safety by identifying hazards and providing solutions. Maintain knowledge of safety rules, regulations and procedures. Ensure equipment is operated properly and safely. Oversee the maintenance of a clean, orderly and safe work environment.
*This position can report to Harrisonburg, Edinburg or Winchester.*
Minimum Qualifications
• Ability to resolve issues, negotiate resolutions and work independently while managing multiple projects with milestones that must be met.
• Valid driver's license.
• Skill in operating computers, software systems to include MS Office and automated financial systems.
• Knowledge of highway maintenance, construction equipment, materials, methods, as well as OSHA and environmental regulations and laws.
• Ability to communicate effectively orally and in writing with contractors, local officials and VDOT staff, lead and facilitate meetings and discussions, and give presentations to diverse groups.
• Experience supervising staff, programs and evaluating the work of others to include contractual performance assessments.
• Experience in contract development, administration, general knowledge of procurement laws and regulations.
• Knowledge of Incident Command structure and ability to represent VDOT at incidents in a command or support role.
• Experience updating, maintaining a variety of records, as well as analyzing and compiling information into reports and presentations.
Additional Considerations
• Knowledge of VDOT's Road and Bridge Standards and Specifications.
• Experience developing contract specifications and engineering estimates.
• A combination of training, experience, or education in Civil Engineering or related field desired.
• Experience developing and monitoring budgets, as well as planning, monitoring and evaluating maintenance activities.
