Job Duties

The Richmond District has an exciting opportunity for an Assistant Planning Manager who will play a leadership role assisting the Planning Manager in carrying out transportation planning activities for the rapidly increasing Richmond area transportation network. You will lead the process for identifying future transportation projects and funding sources to address network deficiencies in addition to leading the district’s Metropolitan Planning Organizations (MPO) and Planning District Commission (PDC) coordination efforts. The position will be required to work independently with regional and local stakeholders throughout the Richmond District. This position is integral to ensuring that future transportation needs are evaluated, leading the effort to determine cost-effective approaches to accomplish needed improvements. You will also lead the district’s coordination efforts for a variety transportation grant opportunities like VDOT’s innovative SMART SCALE grant program.

Minimum Qualifications

Experience interpreting, implementing a variety of employer, state and federal laws, regulations, rules, and policies.
• Knowledge of project management techniques and personnel management practices.
• Knowledge of metropolitan planning requirements and accepted transportation planning practices.
• Knowledge of federal and state mandated transportation planning requirements along with demonstrated experience in their implementation.
• Skill in the use of computers and software applications.
• Ability to communicate effectively orally and in writing with diverse audiences.
• Ability to supervise the work of others.
• Ability to follow oral and written instructions.
• Ability to interpret and comment upon highway construction plans.
• Ability to work with diverse groups, including technical staff, elected officials and citizens.

Additional Considerations

• Experience with interagency cooperation, coordination and program or project management.
• Skill in developing and providing strategic implementation of strategies across a large organization to achieve results
• Ability to effectively maneuver through complex political situations
• A combination of training, experience, or education in Transportation Planning, Urban Planning or related field desired.
