Job Duties

This is a restricted position, which is solely funded by the Public Water Supply Supervision Grant for a year period ending, June 30, 2025, renewable each year. The availability of funding is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on the continued availability of funds.
The Virginia Department of Health (VDH), Office of Drinking Water (ODW) is seeking a Compliance Specialist (Environmental Health Specialist Consultant) for the Southeast Virginia Field Office. This is an exciting opportunity to work in an office filled with passionate public health professionals dedicated to ensuring safe and reliable drinking water for citizens in the Southeast Virginia Field Office service area.
The service area is a mix of rural, suburban, and urban areas. Localities included in the service are the counties of Accomack, Dinwiddie, Gloucester, Greensville, Isle of Wight, James City, Mathews, Northampton, Prince George, Southampton, Surry, Sussex, and York, and the cities of Chesapeake, Colonial Heights, Emporia, Franklin, Hampton, Hopewell, Newport News, Norfolk, Petersburg, Portsmouth, Suffolk, Virginia Beach, and Williamsburg. The position is located in Norfolk, and will have responsibilities in all of these localities.

The position protects public health by ensuring that public drinking water delivered by public water systems to customers complies with the federal Safe Drinking Water Act (SDWA) and the Commonwealth of Virginia Waterworks Regulations. This is accomplished through monitoring; surveillance; providing compliance and technical assistance to owners and operators of public water systems; conducting on-site sanitary surveys; reviewing operating reports; responding to customer complaints; developing notices of alleged violation; initiating compliance actions; managing databases; reviewing water quality analyses; and providing technical assistance and training to ODW staff. The position serves as the compliance and enforcement subject matter expert for the entire field office. Collaborates and works with the ODW Division of Compliance, Enforcement, and Policy to initiate enforcement actions with noncomplying public water systems, reports potential serious violators and serious violators to the US EPA, notifies potential serious violators and serious violators of their path to compliance, initiates enforcement actions such as Notices of Alleged Violation and Consent Orders to noncomplying public water systems.

Requires a working knowledge of drinking water regulations and knowledge of technologies associated with provision of drinking water. Ability to perform independent research, develop analytical results from independent data sources, and present information directly and clearly to both technical and public audiences. Must be able to interpret, evaluate, and communicate federal and state regulations. Ability to work with stakeholders (ODW staff, waterworks owners and operators, Technical Assistance providers); excellent oral and written communication skills. Ability to interpret technical documents (technical reports, engineering proposals, etc.). Prefer degree from an accredited college/university with major studies in hard sciences (geology, environmental, biology, chemistry), engineering, or equivalent combination of related education, training, and experience.
