Our Construction Division is seeking to fill two (2) Program Consultant Supervisors to join our team.

 

The selected candidates will be responsible for performing the following duties: 

  • CEI Program Lifecycle Management: Assist the CEI Program Manager in overseeing all stages of the Construction Engineering Inspection (CEI) contract lifecycle, which includes procurement, administration, renewal, and contract closeout. Support the CEI Program Manager in managing CEI procurements. Assist in negotiation prep for new CEI contracts, ensuring favorable terms and alignment with program objectives.
  • Program, Policy & Procedure Development: Contribute to the development and refinement of policies and procedures aimed at ensuring a consistent and efficient approach to CEI contract procurement and administration. Interpret and provide guidance on contract documents as well as VDOT policies and procedures related to the program. Offer expert advice to VDOT staff, contractors, and other government agencies concerning contractual matters.
  • Staff Support, Training, and Mentorship: Provide guidance, training, and mentoring to Central Office and District staff involved in the procurement and administration of CEI contracts, enhancing their competency and ensuring adherence to established practices.
  • Statistical Analysis & Data Reporting: Conduct statistical analysis related to CEI contracts and prepare comprehensive data to assess contract performance and program effectiveness.
  • Prepare and deliver presentations and reports that will be delivered to senior internal and external stakeholders, communicating key insights, progress, and issues related to CEI contracts and the overall program.
  • Cross-functional Support: Provide support for other initiatives and functional areas within the Construction Division as needed, contributing to the overall success of the department's goals and projects.

 

Minimum Qualifications

  • Skill in the use of computers, software applications to include automated financial database systems.
  • Ability to communicate effectively orally and in writing with diverse audiences, deliver presentations and conduct meetings.
  • Knowledge of project management, engineering technologies, state, federal policies and procedures.
  • Ability to read, interpret construction plans, specifications, contracts, standards and policies.
  • Knowledge of supervisory, human resources practices, principles to include hiring, discipline, performance management and employee development.
  • Ability to make sound decisions on complex contractual issues.
  • Ability to work with all levels in the organization.
  • Knowledge of VDOT, AASHTO, value engineering, federal design and construction standards and specifications.

 

Additional Considerations

  • Experience writing, interpreting or administering contracts; performing qualitative and
    quantitative analysis.
  • A combination of training, experience, or education in Procurement (VCA/VCO), Business Administration, Inspection, Construction Engineering, or related field desired.
  • Experience using PSCRS, Cardinal, Power BI and MS Office.
  • Experience in construction, contract administration, leading technical professionals in multiple complex studies and assignments.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
