Our Cost Estimation Office Division is seeking a Business Analyst to join our team. This position provides a variety of critical business functions to a small but highly impactful team who are serving a large customer base of engineers and estimators throughout the Commonwealth.
The selected candidate will be responsible for performing the following duties:
Administrative and Business Support: Provide a variety of administrative support functions to assigned work unit. Interpret a variety of VDOT, State and Federal policies and procedures in daily work tasks.
Fiscal and Budget: Coordinate financial and budgetary activities for assigned work unit. Prepare budgets, monitor expenditures, reconcile data and prepare reports.
Procurement: Develop, coordinate and oversee Division or District specific contracts that support the delivery of the core program. Review invoices and vouchers, make payments and reconcile data.
Training: Provides support with both in-person and virtual training events. This includes maintaining customer records, scheduling events, developing and posting announcement, registering participants, preparing / reviewing course content and attending events.
Minimum Qualifications
- Skill in the use of computers and web-based systems including electronic procurement and financial management systems.
- Ability to read and interpret policies and procedures.
- Knowledge of budgeting principles and practices.
- Ability to communicate effectively both orally and in writing with diverse groups.
- Knowledge of procurement principles and practices.
- Ability to research, analyze, format financial data and prepare reports and recommendations.
- Knowledge of accounting principles and practices.
Additional Considerations
- Experience and proficiency in the use of the following applications: Excel, Outlook, Word, PowerPoint, SharePoint, Teams, Adobe.
- Knowledge of federal and state accounting principles and practices.
- A combination of training, experience, or education in Business Administration, Public Administration, or related field desired.
- Prior work experience with financial management systems.
- Experience with using a Commonwealth of Virginia Small Purchase Credit Card (SPCC)
- Virginia Contracting Officer (VCO).

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
