As the Payroll Specialist, you will support District accounting functions by managing VSDP, workers compensation, payroll reconciliations, time entry and leave, and other accounting functions and assigned projects. This position will ensure accurate payment to employees while in compliance with payroll regulations, policies and procedures. This position helps to explain and advise staff on policies and practices related to payroll areas while also maintaining accuracy and confidentiality of personal and sensitive data. The Richmond District Office is located about 20 miles south of Richmond in South Chesterfield (Colonial Heights).

As the Payroll Specialist, your duties and responsibilities might include:

Payroll Operations – Perform District payroll functions and perform various reconciliation processes in compliance with legal and policy requirements governing payroll. Ensure payroll is processed timely and accurately.

System – Review in detail, time entry and payroll transactions that were processed in financial systems, identify issues/errors as well as propose and develop solutions. Provide assistance to customers to resolve complex issues on payroll data, time entry and report requests. Cardinal experience is a plus.

Technical Guidance – Provide guidance and training to District personnel with payroll and reconciliation, time entry and leave inquiries.
This recruitment will be used to fill a position at VDOT’s Richmond District.

Additional positions may be filled from this recruitment within 90 days.

VDOT is an emergency response agency, and this position is the core of this requirement, therefore you will work outside of normal work hours during emergency operations.

Minimum Qualifications

• Ability to communicate effectively orally and in writing with diverse audiences.
• Considerable knowledge of state, federal laws and regulations governing payroll activities.
• Ability to maintain confidentiality of personal and sensitive information.
• Ability to work independently, multi-task, work well under deadlines, and pay attention to detail.
• Working knowledge of generally accepted accounting principles (GAAP) to include cost accounting and internal controls.
• Skill in the use of computers, software applications to include automated financial and payroll systems.
• Experience with payroll processing, general ledger and accounts reconciliation.
• Ability to research, reconcile, analyze, and evaluate data.
• Ability to prioritize and organize work effectively.

Additional Considerations

• Experience developing and delivering fiscal training or guidance
• Experience using automated financial systems to include using Cardinal for processing payroll.
• Experience processing payroll to include timesheet reconciliation for 500 or more employees.
• CPA or CPP certification.
• A combination of training, experience, or education in Accounting, Business, or related field desired.
• Public sector accounting experience.
• Experience processing VSDP Short Term Disability Workers Compensation claims and retirement with leave payouts.

Special Instructions

Position is designated as essential to emergency operations and will be required to work outside normal work hours.
