Job Duties
The Department of Planning and Budget (DPB) advises the Governor, the Governor’s staff, and cabinet secretaries on fiscal, policy, program, and legislative issues involving Virginia state agencies.
DPB is looking for entry-level analysts in its Administrative Services and Program Evaluation divisions. Duties may include: 1) budgeting and expenditure analysis and forecasting; 2) account reconciliation; 3) development and implementation of information technology policies; 4) development of the agency strategic plan; 5) records management; 6) program evaluation; 7) development of recommendations to improve the efficiency and effectiveness of agency programs; and 8) report writing. The position also supports other administrative efforts related to the on-going operations of the agency.
The successful candidates will develop the skills and knowledge base to progress toward independently working on financial, policy, and information technology issues. The new analyst will receive mentoring to gain knowledge and experience that will be needed ultimately to work independently in this role. Accordingly, the new analyst must work well within a team centered environment while being self-reliant.
The successful candidate will be able to think critically and effectively communicate issues, both orally and in writing. The successful candidate must also be able to multi-task effectively. The position is intended to provide the candidate with the opportunity to advance in the agency upon satisfactorily demonstrating the above knowledge, skills, and abilities and to continue advancing as these skills become more developed and refined. The successful candidate may also participate in agency-wide initiatives and task forces as needed.
Minimum Qualifications
The successful candidate must possess the following:
• Professional level training and experience in public administration, business administration, finance, accounting, planning, or government.
• Understanding of the principles of finance, budgeting, program evaluation, and/or policy analysis.
• Experience with automated software, such as Microsoft Word, Excel, and PowerPoint, to prepare and present analyses.
• General knowledge of records management.
• Evidence of the ability to communicate effectively with individuals both orally and in writing.
• Evidence of the ability to handle multiple assignments simultaneously under deadlines.
