Job Duties
This is a restricted position, which is solely funded by the Public Health Emergency Preparedness (PHEP) grant for a 5 year period ending 6/30/2029. The availability of funding is scheduled for review annually. Continued employment is contingent on the continued availability of funds.
Oversees operations of video conferencing systems, ISDN lines, and recording servers in support of Emergency Preparedness and Response, Distance Learning, and various programs across VDH. Manages and maintains complex projects involving video conferencing infrastructure, networking, client-server environments, database systems, application software, and communication interfaces, including thorough troubleshooting and testing. These responsibilities have a broad agency-wide impact, influencing information integrity, system reliability, user productivity, and operational cost-efficiency.
Monitors and regulates network bandwidth usage to ensure optimal performance. Provides training and support for end users on video conferencing and streaming equipment. Maintains accurate and current scheduling information, site contact databases, and associated web content. Conducts research and analysis on new or updated procedures, and is responsible for the installation and maintenance of related hardware and software. Serves as a backup administrator for systems supporting Public Health Preparedness initiatives.

Minimum Qualifications
1. Candidate must possess knowledge and skills concerning basic server concepts;
disaster recovery; storage management; distributed, client/server computing;
and anti-virus protection
2. Demonstrated expertise and considerable experience supporting, writing, and
delivering enterprise level multi-user windows and web applications
3. Experience effectively managing related projects and leading IT teams
4. Demonstrated ability to analyze data, identify/define business rules and
implement transformation logic necessary to move data
5. Excellent written and verbal communication skills
6. Ability to schedule and manage multiple priorities in a timely manner
7. Strong IT project management skills, including ability to document, analyze
data, and successfully interact with all levels of users

1. Prior experience with software analysis, design, and development
2. Prior experience with videoconferencing
