The Virginia Department of Social Services (VDSS), Division of Benefit Programs is currently seeking a Business Project Manager. This position will manage, coordinate, design and development, and implement the Division projects and system changes. This position will evaluate and analyze current business processes in local department of social services (LDSS) for integration into enterprise systems while maintaining business continuity with federal, state, and private entities affecting the delivery of public assistance programs. This position will also manage and oversee Enterprise Systems support for the VDSS transition to a customer self-service business model while leveraging modern technical solutions supported by the Commonwealth and VDSS. Manages change control processes and submit new SRs or other change requests as needed for project initiation. Applies appropriate project management standards as needed to establish and monitor project scope and resources to maintain planned deliverable schedule, establish appropriate communication channels to report automation project progress, monitor project risks and initiate corrective action plans where necessary, validate project/contract deliverables to maintain quality objectives. Provides technical assistance to program staff. Provides data analytics support for program staff and assists with the development of new data warehouse reporting capability for the division. In addition, duties will include monitoring team progress, stakeholder input, report writing, and compliance with all application laws, regulations, rules, and policies.
Minimum Qualifications
- Extensive knowledge of Human Services Programs, especially local departments of operations in a state supervised locally administered environment.
- Experience in the analysis, design, development, testing, and implementation of large automated systems consisting of high level and detailed designs, system infrastructure, production systems, and/or online batch processing environments.
- Experience working with the full life-cycle development of information systems and planning related to the development of software applications design, development, testing, implementation and production of automated systems.
- Experience identifying and confirming user requirements.
- Experience utilizing Agile and Waterfall methodology.
- Knowledge of current change management methods and tools.
- Demonstrates effective communication skills, both written and verbal.
- Ability to clearly articulate messages to a variety of audiences.
- Demonstrates knowledge of performance improvement models, business process reengineering/process improvement principles, best practices and tools.
- Demonstrates systems thinking, analytical and problem-solving skills.
- Understanding of structured-oriented methodologies.
- Extensive knowledge of business analysis and design practices.

- Supported testing and enhancements for the Virginia Case Management System, which determines public assistance benefits for the citizens of the Commonwealth of Virginia.
