The Virginia Department of Transportation (VDOT) is excited to offer and announce an opportunity to serve as a Senior Program Analyst in our Central Office Fiscal Division. This position is located in Richmond, Virginia.

The selected candidate will provide analysis and support on complex projects to assigned program area by planning, developing, monitoring and evaluating projects and programs. Oversee and evaluate assigned programs and business processes. Serve as technical expert for tools and techniques that support assigned program areas.
Position-specific responsibilities and duties include but are not limited to:
Project Implementation: Plan, develop and ensure implementation of projects with program
support for VDOT's business functions.
Business Process Needs Identification: Work with management and leadership to strategically identify and prioritize needed business processes.
Business Processes Development and Management: Develop and manage business processes related to assigned program areas.
Program Review: Identify agency risk, challenges, and opportunities for assigned program areas.
Standard Operating Procedures: Develop documentation and implementation information needed to support standard operating procedures for all functions.
Business Process Improvement: Provide technical and expert consultation to employees at levels of the business unit on critical knowledge needed to support process improvement and decision making.
External Representation: Represent VDOT programs to external parties.
Minimum Qualifications
• Ability to communicate effectively orally and in writing with diverse audiences.
• Effective presentation skills.
• Skill in the use of computers and software applications.
• Technical skills in assigned program areas.
• Knowledge of management principles.
• Experience in business and project management.
• Experience in program evaluation, development and implementation.
Additional Considerations
• A combination of training, experience, or education in Business, Public Administration, or
related field desired.
• Experience in program evaluation, development and implementation.
• Experience developing business process improvement programs.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request with coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided with an emergency operations assignment.
Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy (only for eligible positions).
VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
