Job Duties

The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an IT Program Manager for the Project Management Office in our Information Technology Division. This position is located in Richmond, Virginia.

VDOT ITD is seeking an experienced program manager with expertise in project planning and project management operations and oversight. The Project Management Office (PMO) represents a collection of experts who understand the intricacies of navigating the Virginia IT Agency's (VITA) policies and monitoring future and current VDOT projects through exemplary project management processes. This position’s specific responsibilities and duties will include, but are not limited to:

Oversee Initiatives: Oversee Information Technology initiatives for assigned program and assign resources to project teams to complete deliverables.

Lead, Supervise and Develop Staff: Ensure the development, training and performance improvement of assigned ITD staff. Apply concepts, practices, and procedures of supervision and leadership in each assigned functional area.

IT Policy Compliance: Ensure compliance with VDOT and VITA policies, standards and guidelines governing IT computer systems.

Program Maintenance: Oversee work and staff in assigned program to ensure consistent process and quality standards are implemented.
Manage Programs and Projects: Plan, oversee and implement delivery of technology projects or services. Oversee staff assignments and priorities. Develop training plans for team members. Develop and implement procedures, processes, and best practices. Provide strategic planning for program areas and recommend new technologies.

Strategic Management: Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.

Business Process Improvement: Identify business processes that may be improved with technology solutions. Create processes and tools to facilitate increased efficiencies.

Reporting: Provide status reports on project plans, timelines, schedules, and progress updates. Participate in strategic planning for programs, projects, or systems.

Improve Processes: Responsible for tracking operational metrics on assigned ITD functions. Apply those metrics to identify and improve function specific processes.

 

Minimum Qualifications

  • Skill in managing IT functions including IT Governance and Compliance, Enterprise & Business Architecture, IT Service Mgmt, Asset Mgmt, Infrastructure and Ops, Application Development, PPM & Projects, or Data and BI Management.
  • Skill in financial management.
  • Knowledge and skill with technologies and functions appropriate to leading an IT program area.
  • Skill in people and resource management.
  • Skill in leading IT professionals in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.

 

Additional Considerations

  • PMI Project Manager Certification as applicable.
  • Experience leading IT professionals.
  • A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field is desired.

 

Special Instructions

This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

Additional positions may be filled from this recruitment within 90 days.
