Job Duties
The Virginia Department of Agriculture and Consumer Services is seeking a Project Manager to support projects related to the ongoing development and deployment of complex technology solutions to support agency activities and Commonwealth citizens. The successful candidate will provide a planning and coordination role in projects to ensure effective and timely delivery of new development or enhancement of current systems to automate processes to meet agency strategic goals, implementing effective business applications using agency approved development tools, and assigning tasks to development peers to coordinate the work of an application development team. The incumbent will manage application development, systems, and other projects as the agency transitions from a primarily waterfall systems development methodology to a more agile environment over the next several years. Additional duties include assisting in the drafting and editing of project management policies and procedures and supporting ongoing efforts toward continual improvement of project management and security delivery practices. Once onboarded, this position may be eligible for one day a week of telework; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.
Minimum Qualifications
Extensive knowledge of and ability to apply formal project management disciplines as described in the PMI Project Management Body of Knowledge (PMBOK). Highly skilled at organizing and coordinating staff, vendors, and other resources to accomplish goals within defined timeframes. Exceptional ability to lead highly complex projects with external oversight and independent verification from inception through execution to successful completion. Highly capable of producing and maintaining detailed complex and well-structured project plans, risk management plans, change management plans, work breakdown structures, budgets, and project status reports. Advanced ability to develop project management processes and templates to ensure project management occurs in a standard, high quality, and repeatable methodology. Thorough understanding of the concepts underlying both agile and waterfall software development methodologies. Excellent written and verbal communication skills to include the ability to clearly communicate technical concept to both technical, non-technical, and executive audiences. The demonstrated ability to effectively interact with, and provide customer service to, all levels of the organization, customers, and partners. H.S. Diploma/GED Required. Must be able to complete Commonwealth of Virginia Project Manager qualification within six months of employment.
Additional Considerations
A combination of related education, training and experience indicating possession of the preceding knowledge, skills, and abilities as related to computer science, information systems, or a related field. Extensive experience coordinating or leading complex information technology projects. Substantial experience managing software development projects using Scrum. Significant experience managing vendor and contractor resources in coordination with internal staff resources. Project Management Institute Project Management Professional (PMP) certification or current Commonwealth of Virginia Project Manager qualification.
