The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state’s roads, bridges, tunnels and ferries. Through the Commonwealth Transportation Board, it also provides funding for airports, rail, and public transportation. Virginia has the third largest state-maintained highway system in the country covering 58,321 miles of interstate, primary, secondary and frontage roads. VDOT has about 7,500 employees, making it one of the largest state agencies in Virginia delivering a program that exceeds $5 Billion.
The Salem District maintains more than 9,200 miles of roads in southwestern Virginia in the counties of: Bedford, Botetourt, Carroll, Craig, Floyd, Franklin, Giles. Henry, Montgomery, Patrick, Pulaski, and Roanoke. The district serves more than 650,000 citizens in these counties and the 14 cities and towns in its boundaries.
VDOT’s Salem Structure and Bridge Section has an exciting career opportunity for a Program Specialist Senior, Project Manager. The successful candidate will plan, organize and monitor all work activities and resources necessary for successful completion of assigned projects. Provide oversight of project development, scheduling, estimating, funding and federal obligation for a wide variety of projects related to structures and bridges. Confer with District managers to determine availability of agency resources and requirements for support. Assist in determining project teams of preliminary engineering and construction staff, programming and funding staff, government officials, FHWA representatives, project stakeholders and other interested parties. Provide input on the development of technical aspects of the Project Management Plan outlining delivery of projects. Assist with the development of fee proposals, negotiation of consultant contracts and final procurement of consultant services. Advise Project Managers and District and CO Project Sponsors on significant issues affecting contract milestones, budget objectives and impact of project team performance. Establish and maintain communication with team members to share vital information. Schedule and coordinate project team meetings and milestone reviews. Report on overall project progress. Respond to technical inquiries from public, government agencies, stakeholders and other special interest groups. Establish and maintain project files. Apply project management philosophy to support technical aspects of the programmed scope, schedule and budgetary objectives of assigned projects. Utilize project management processes of initiating, planning, controlling, executing and closing throughout the design and future construction of assigned projects. Develop and maintain up-to-date work plans and schedules. Determine causes of technical schedule delays or problems, recommend solutions and implement schedules. Assist in monitoring, documenting and verifying technical aspects of scope changes. Assist with management of project budget. Perform quality checks on assigned projects to ensure compliance with current requirements mandated by local, state and federal agencies. Review work of others for quality and direct revisions needed. Analyze design related problems and take appropriate action for resolution.
VDOT is an emergency response agency and this position is key to fulfilling this agency requirement, and this position will be called upon to work outside of normal work hours during emergency operations such as inclement weather, flooding, and/or traffic incidents.

Minimum Qualifications
•Ability to communicate effectively, orally and in writing with diverse audiences to include coordinating and conducting project meetings.
•Ability to interpret contracts, special provisions and specifications.
•Skill in the use of computers and software applications for use in project management such as scheduling software.
Additional Considerations
• A combination of training, experience, or education in Civil Engineering, Structural
Engineering, or related field desired.
• Experience managing projects to include experience managing scopes, schedules, and budgets on multiple projects.
• Experience managing complex design projects in the transportation industry is helpful.
• Experience applying federal, state and local transportation rules, regulations and policies with the ability to determine applications.
• Knowledge of transportation project development and integration to include regulatory, finance and legal constraints related to compliance with standards, specifications, policies and procedures.
• Knowledge of complex, transportation plan development is also desirable.
• Skill in building networks and relationships with employees, field personnel, contractors, and public officials.
• Project management (PMP) certification.
