Job Duties
We are looking for construction workers with a to drive improve and maintain infrastructure for the Virginia Department of Transportation.
The Richmond District is seeking a Construction Manager, CEI to assist localities with the delivery (construction) of locally administered projects. The incumbent will be the primary VDOT point of contact for Richmond District localities, providing guidance and direction consistent with the Local Assistance Program goals. The incumbent will ensure locality compliance with the Locally Administered Projects Manual, verifying that projects are constructed, and funding utilized in accordance with state and federal requirements.
You will also review and certify project records and assure project operations conform to all OSHA, VOSH, MUTCD, Environmental, and Work Zone Protection Manual regulations; ensure standard/specification compliance of construction; and ensure that locality invoices are accurate and processed in a timely manner. The successful applicant will coordinate required meetings and the participation of internal and external stakeholders, participate in constructability/biddability reviews, and provide accurate feedback and information. You will serve as the liaison between the Department and the locality in resolving challenging construction issues and keep the Supervisor abreast of the progress/problems on projects.
VDOT is an emergency response agency, and this position is the core of this requirement; therefore, you will work outside of normal work hours during emergency operations.

Minimum Qualifications
• Valid Driver’s license
• Skill in use of computers and software applications
• Ability to communicate effectively verbally and in writing with contractors, political entities and the general public.
• Possession of or ability to obtain required certifications within 12 months of employment.
• Knowledge of road and bridge construction standards, specifications, MUTCD, environmental regulations, safety requirements, DBE, EO, and CR guidelines, and related rules and regulations.
• Knowledge of strategic, operational, human resources, administrative, financial management principles, practices and techniques.
• Knowledge of preliminary engineering practices, contract development and management processes (contracts, special provisions and specifications).
• Proven ability to manage construction on a wide variety of roadway, structure and bridge construction projects.
• Knowledge of federal, state, local transportation rules, regulations and policies.
• Considerable knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment.
Additional Considerations
• Possession of current certifications and completion of fall protection and confined space training.
• Experience guiding consultant inspection staff.
• Experience interacting with Locality Staff.
• Certified Construction Manager (CCM) certification.
• A combination of training, experience or education in Engineering or related field desired.
• Experience in engineering or surveying related to construction and inspection requirements on highways and structures. Experience guiding and training others.
• Experience with VDOT contract specifications
• Knowledge of site manager Project software.
• Licenses and certifications: Asphalt Field Level II, DEQ: Inspector for erosion Sediment Control, Radiation Safety USDOT HAZMAT Certification, Soils & Aggregate Compaction, Asphalt Field Level I, CPR with AED, Standard first Aid, and Blood Borne Pathogens (CCP Combines course, American Concrete Institute (AC) Concrete Field Level I (CCWA) or WACEL Concrete I Certification
