The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Procurement Officer in the Central Office’s Professional Services Procurement Office. This position is located in Richmond, VA. This advanced-level Procurement Officer will plan, organize, and lead procurement processes to establish contracts for engineering professional services in support of transportation construction, design, and operations activities for Divisions and Districts statewide. Provide oversight for contract administration for professional services contracts including maintaining, developing policy and procedures in accordance with applicable laws and policies.

This position’s specific responsibilities and duties will include, but are not limited to:

Procurement of Engineering Professional Services: Plan, organize, and lead procurement processes to establish contracts for engineering professional services in support of transportation construction, design, and operations activities for Divisions and Districts statewide. Provide customer service and communication to ensure effective, timely process.

Maintain and Interpret Policies and Procedures: Provide guidance regarding contract administration to end users and stakeholders to ensure adherence to laws, policies, and procedures. Provide input to keep policies and procedures up to date. Provide guidance to end users on contract-related discrepancies.

Contract and Procurement Documentation and Reporting: Provide thorough documentation to ensure contract and procurement files are complete and meet standards to adhere with agency policy, state and federal law. Make contract documents available to users. Coordinate and analyze feedback on contracts. Ensure electronic systems are maintained and up to date. Maintain and update reports.

Collaborates with Team and Stakeholders: Partner with other procurement officers to get work done and accomplish division procurement schedule goals; work cooperatively with others across the organization to achieve shared goals. Provide exemplary service to team and stakeholders in all areas of work.

Contract Administration: Coordinate and analyze feedback on contracts. Recommend default action or contract cancellation and find alternative services. Serve as contract administrator or designate a contract administrator to ensure terms, specifications, and scope are met. Serve as liaison between vendors and users.

Procurement of Goods and Services: Provides procurement and contracting goods and services for Districts and Divisions statewide in support of the Consultant Procurement process, using competitive negotiation (RFP) process and competitive sealed bidding (IFB or RFQ).

Contracts and Documentation: Assist users in selecting the best procurement methods and documentation requirements. Make contract documents available to users and determine appropriate goods and services for term contracts. Provide guidance to end users on contract-related discrepancies.

 

Requirements:

  • Skills in procurement and vendor management
  • Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings
  • Knowledge of Commonwealth of Virginia procurement laws and regulations including VITA procurement processes
  • Knowledge of tactical and strategic management of large enterprise-wide technology portfolios
  • Ability to manage, monitor and facilitate compliance with requirements for security, architecture, procurement, budget and billing processes
  • Knowledge of IT Management and Governance Portfolios and accompanying metrics, techniques and control processes
  • Knowledge of management and human resource principles and practices to include hiring, discipline, performance management and employee development
  • Knowledge of the development of enterprise technology strategy, governance and compliance techniques, quality control and the development and implementation of policies, standards, processes and procedures

Minimum Qualifications

  • Experience formulating term contracts for the purchase of goods and services
  • Experience applying state, local procurement laws, regulations, and practices
  • Ability to obtain Virginia Contracting Officer (VCO) certifications
  • Skill in the use of computers and software applications
  • Experience in contract administration
  • Skill in resolving contract performance issues and disputes
  • Skill in providing and promoting good customer service to customers
  • Ability to process procurements in accordance with established policies, procedures and guidelines

 

Additional Considerations

  • Possession of procurement certification of Virginia Contracting Officer (VCO) or higher such as CPPB, CPPO, etc.
  • A combination of training, experience or education in Public Policy, Procurement, Business Administration or related field is desired
  • Advanced skill in the use of computers and software applications
  • Experience in business, public administration, finance, accounting, procurement for professional services or for goods and services
  • Experience analyzing and evaluating highly technical procurements and communicating results; making recommendations and decisions; and in maintaining business relationships
