Job Duties
This position functions as the supervisor the Talent Acquisition team at DMV. The incumbent will be responsible for supervising members of the Talent Acquisition team. This position is open to DMV employees only.
Responsibilities include:
- Overseeing the end-to-end recruitment process ensuring compliance with DMV and Department of Human Resource Management (DHRM) policies.
- Advising hiring managers on effective recruitment strategies, interview panel requirements, legal interview panel requirements, legal interview practices, and appropriate selection methods.
- Ensuring job postings are managed within 50 calendar days, compiling necessary documentation and maintaining accurate recruitment records.
- Developing and maintaining external partnerships to strengthen talent pipelines and increase representation of under-represented groups, including veterans.
- Coordinating DMV's participation in job fairs and community events.
- Maintaining accurate, complete recruitment files and ensures compliance with applicable hiring laws and regulations.
- Monitoring key metrics and conducts retention analyses,, analyzing comprehensive monthly reports to inform strategic decision making.
Minimum Qualifications
• Considerable knowledge of the principles and practices of talent acquisitions to include recruiting, screening, selecting, hiring, and onboarding.
• Considerable understanding of DHRM policies, state-specific recruitment practices, and records retention.
• Considerable knowledge of automated HR systems, such as Page Up RMS and Cardinal.
• Proficiency in data analysis, reporting, and process automation within an HR context.
• Demonstrated ability to effectively supervise, provide performance management, and develop recruitment team members.
• Excellent verbal and written communication skills, with the ability to convey complex recruitment information clearly.
• Strong organizational and time management skills to handle multiple recruitment processes simultaneously.
• Experience leading or supervising others.
• Experience with Commonwealth of Virginia recruitment policies and procedures.
• Experience in networking, sourcing, building pipelines, and job fairs.
• Proven experience in an HR recruiter role responsible for implementing the principles and procedures for personnel recruitment, selection, training, compensation and benefits, federal EEO requirements, and processing transactions in state personnel information systems.
