Job Duties

The Virginia Department of Motor Vehicles is seeking a Continuous Improvement Program Manager for a position with its Continuous Improvement and Projects department in Richmond, Virginia.

The Continuous Improvement Program Manager will develop, implement, and lead a continuous improvement program for DMV. This includes identifying, overseeing, and driving initiatives throughout the agency that enhance processes, products, and services. The position works closely and collaborates with cross-functional teams leading or supporting initiatives that require a multi-disciplinary approach. The role uses data analytics to monitor performance, assess areas needing attention, and measure the success of implemented changes. The position identifies opportunities to turn agency strategic goals into actionable metrics and formulates strategies to improve processes and enhance productivity, reduce waste, and optimize costs.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Experience leading large-scale CPI initiatives in a complex, multi-functional environment.
• Expertise in process mapping, statistical analysis, root cause analysis, and workflow optimization.
• Proficiency in process automation tools, data analytics software, and dashboarding solutions (e.g., Power BI, Tableau, Minitab, etc.).
• Excellent communication and stakeholder engagement skills.
• Strong understanding of continuous process improvement principles and methodologies, such as Lean, Six Sigma, Kaizen, and Total   Quality Management.
• Experience in data analysis, management of dashboards, setting up KPIs, and interpreting complex data to provide actionable insights.
• Experience developing short- and long-range business plans, goals, objectives, and strategies.
• Good experience identifying policy issues and developing sound recommendations that support the agency.
• Working knowledge of quality assurance processes and procedures.
• Experience making presentations.
• Experience leading projects and meeting deadlines.
• Possess expertise in project management methodologies such as Agile, Lean Six Sigma, or other frameworks.

Additional Considerations

• Six Sigma certification (Black Belt or higher preferred).
• Project Management Professional (PMP) or Certified Associate in Project Management (CAPM). 
•Lean process improvement expertise with a background in healthcare environments (using customer centric automated solutions such as EPIC) and/or business environments using similar customer centric solutions.
