The Payroll Services Bureau (PSB) division in the Department of Accounts (DOA) is seeking a qualified individual for a Payroll/Benefits Analyst Senior position.

DOA’s mission is to provide a uniform system of accounting, financial reporting, and internal control adequate to protect and account for the Commonwealth’s financial resources, while supporting and enhancing the recognition of Virginia as the best managed state in the union.

This position has a hybrid work schedule with three days/week working in the office in downtown Richmond, VA.

Job Duties

Supports DOA under the Assistant Director for Reporting Compliance. Ensures compliance with state and federal reporting requirements; prepares schedules to maintain compliance with the Code of Federal Regulations; compiles federal grant information for inclusion in the SEFA (Schedule of Expenditures of Federal Awards) annually; prepares the annual federal and full costing statewide cost allocation plans; compiles the federal repayment schedule; ensures that the Commonwealth is fully recovering indirect costs from the federal government; functions as data custodian for CAPPS and SEFA; and provides administrative support for other functional areas within the Reporting Compliance Unit. Professionally correspond with and maintain a positive working relationship with federal and state organizations.

Minimum Qualifications

Professional payroll experience required.
Considerable knowledge of generally accepted payroll and accounting principles and practices; and Microsoft Office applications (including Word, Excel). Strong oral and written communication; mathematical; customer service; accurate data entry; multitasking; teamwork; time management; and analytical skills. Ability to review the work of others and provide feedback; serve as a subject matter expert; independently review and apply established policies, procedures, standards, and regulations; work independently within existing guidelines and policies in a fast-paced environment; analyze a wide variety of data and determine appropriate handling; adapt to changes in policies, procedures, and priorities proficiently; work independently; handle multiple work assignments of varying complexity simultaneously and inform management of the status of work completion; manage details with few errors; interpret instructional materials and execute business processes accordingly; analyze problems of varied and considerable difficulty and determine appropriate resolutions; read and analyze reconciliation reports of varied and considerable difficulty; prepare certifications and reconciliations proficiently; interact with various levels of participating agencies’ management; maintain a strong level of professionalism in all interactions; and display emotional maturity necessary for this position. Experience working in payroll operations.

Additional Considerations

Professional experience, training, or education in payroll or a related field.
Working knowledge of HCM Cardinal System, to include Human Resources, Benefits Admin, and Payroll; Payroll and Leave Accounting CAPP topics; state human resource policies governing compensation and benefits programs. Experience working with state payroll and benefits; providing quality assurance reviews of payroll and benefits activity; processing high volumes of payroll; and working with benefits processing and/or leave accounting preferred; related experience in high-volume environments.
