Our Location and Design Division is seeking a Program Specialist, Senior - MS4 to join our team. The selected candidate will be responsible for the following:

· Roadway Investigation: Investigate technical issues related to roadway, erosion and sediment control, storm water management designs, construction issues, work orders, and customer complaints. Coordinate investigation of technical problems with other disciplines to ensure all avenues are covered in resolving issues.
· Leadership: Help lead the Division's training efforts in the areas of Hydraulics, Storm water management, and Erosion and Sediment Control. Ensure training materials are current with the applicable regulations and policies. Oversee and manage the delivery and testing process for the classes. Train other experts within the field to be co-facilitators ensuring subject matter experts coverage.
· Compliance: Conduct and review research related to assignments and programs. Ensure follow up to recommendations and guidelines are in accordance with State and Federal requirements and VDOT policies and procedures. Prepares reports to document findings and presents information in a structured format.
· Hydraulic Design Review: Performs hydraulic design reviews of drainage designs for VDOT, municipal and land development roadway projects. Attend field reviews and project meetings. Provide guidance and technical assistance to roadway designers.
· Serve as Agency POC: Serve as Division and VDOT point of contact with other state and federal agencies. Coordinate with VDOT Divisions, Districts, Residencies, State Agencies and FHWA to ensure compliance and conformity with State and Federal regulations regarding special programs. Assess and resolve a variety of hydraulic and program related issues through coordination with Residency and other VDOT field staff.
· Project Management: Organize work and monitor work tasks such that hydraulic designs and design tasks are completed in accordance with project scheduling and in support of VDOT programs. Manage time and adjust priorities of work activities. Assist the program manager in managing any Location and Design professional and non-professional contracts to assist with the implementation of the VDOT MS4 program. Assistance to include, but not be limited to, scope and fee reviews, approvals, and annual budgeting.
· Legal Review and Impact: Reviews proposed legislation, evaluates fiscal impacts, and develops legislative packages for the evolving and growing Nutrient Exchange Program for storm water and TMDL compliance. Ensure legislation related to this subject area supports the Agency's mission and goals.

 

Minimum Qualifications

· Demonstrated skill in effective communication with diverse groups.
· Skill in the use of computers and software applications.
· Skill in promoting and providing good customer service to customers.
· Ability to gather and analyze data and prepare technical reports.
· Ability to deliver presentations and conduct meetings.
· Ability to obtain and maintain required certifications.
· Experience in developing, delivering technical training related to hydraulics, hydrology, stormwater management, erosion and sediment control.
· Experience developing, interpreting, applying standards, specifications, policies, procedures to this program, to include applicable federal and state regulations.
· Experience applying technical knowledge of roadway design, hydraulic design, stormwater management, analysis of open and closed drainage systems using analysis software.
· Knowledge of roadway design criteria, construction methods, standards, roadway safety, specifications and materials.
· Technical training related to roadway design, construction, erosion, sediment control and storm water management.

 

Additional Considerations

· PE license or EIT Certification
· Experience coordinating with regulatory agencies including, but not limited to, the Virginia Department of Environmental Quality and the U.S. Environmental Protection Agency.
· Experience implementing leadership, coaching, counseling activities and managing major initiatives.
· Experience in contract management.
· A combination of training, experience, or education in Civil Engineering or related field desired.
· DEQ certification for Stormwater Management (Combined Administrator or Plan Reviewer)
· DEQ certifications for Erosion and Sediment Control (Program Administrator, Inspector or Plan Reviewer).
· Experience in transportation and highway civil engineering, and report writing. Experience in hydrologic and drainage design. Experienced in hydrologic and hydraulic analysis of open 5 and closed drainage systems using analysis software.
· DEQ: Dual Combined Administrator (DCA).

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
