Job Duties
Located in the Office of Emergency Medical Services, the Deputy Director of EMS manages and directs multiple Emergency Medical Services programs and administrative and business functions. This position supports strategic planning for the Office of Emergency Medical Services and provides formal supervision of division managers and assigned staff. Manages and directs the Emergency Medical Services Operations team, including oversight of Emergency Response, System Optimization, and Regional EMS Council Coordinators. Frequent contact with private and public sector employees, citizens, officials, stakeholders and organizations. Responsibilities also include resource management of finances, staff, facilities and equipment. Independently designs and manages assigned EMS divisions in accordance with agency goals and objectives. This position requires a comprehensive knowledge of EMS services, practices, and regulations as well as the ability to implement process improvement strategies to meet quality and efficiency standards and ensure regulatory compliance.
OEMS is in a transition period, working to ensure that Virginia’s EMS providers have the tools and resources to provide the best EMS care in the nation.
This position requires to be in office in Richmond, VA.

Minimum Qualifications
Significant knowledge and experience working in operational Emergency Services roles such as an EMT
Significant knowledge and experience in administrative and business management, programmatic and operational controls, budget management and personnel management
Experience with project management
Experience with effective program evaluation, analysis and strategic planning
Experience developing and implementing policy and procedures
Have or able to obtain Virginia EMS certification
Additional Considerations
Progressively responsible administrative and managerial experience in government/quasi-government agency
Paramedic or RN preferred
FEMA Emergency Management Certification
