Job Duties

Do you have proven experience providing leadership and strategic direction for planning and development, management, fiscal, administrative, and operation functions in a transportation and mobility program section? The Division Administrator of Planning provides leadership and direction for VDOTs Transportation and Mobility Planning program and establishes program goals to ensure appropriate execution and performance of program activities and compliance with applicable laws and regulations. The selected senior transformational leader will drive change and deliver solutions that support the agency’s Planning Division.

This role will be located in Richmond, Virginia.


This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:

Strategic financial leadership

Serve as a member of the Directorate's leadership team and strategically examines financial issues and concerns. Determine tools and methods of addressing issues that benefit the organization. Ensure proper financial stewardship through the direction of policies and procedures to manage the division's budgets.

General Assembly and Representation

May attend General Assembly sessions; or represent VDOT on various boards, advisory councils and agency and national committees.

Interaction

Effective interaction with diverse constituencies including General Assembly members, government officials, and consumers on matters relating to administrative and operational program aspects, resolution of major issues affecting the public or customers, and consulting on legislative issues.

Division Management

Plan and direct the work of the Division.

Coordination and Policy Functions

Act for and in support of Executive Management.

Customer and Stakeholder Interaction

Ensure effective and timely interaction with diverse constituencies including General Assembly members, government officials, and the general public on matters relating to administrative and operational program aspects, resolution of major issues affecting the public or customers, and consulting on legislative issues.

Policy Management

Direct and oversee statewide policies, procedures, and operations to include strategic planning, financial accountability, and service delivery. Serve as an executive consultant to the districts in managing their program. Establish program and operational controls.

Minimum Qualifications

• Knowledge of strategic planning practices and procedures to include goal setting, objective development and performance measures development.
• Knowledge of supervisory principles and practices to include performance management and discipline.
• Ability to interpret and apply relevant state and federal laws, policies, regulations, and guidelines.
• Leadership skills.
• Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
• Ability to establish working relations with multiple groups and stakeholders, to motivate subordinate staff, and to build working partnerships across organizational and geographical boundaries.
• Ability to identify and analyze VDOT's needs and develop plans to meet them.
• Demonstrated ability to establish appropriate procedures and specifications as needed.
• Ability to develop and direct multiple programs to include policies and procedures and establish long-range goals and objectives.
• Ability to direct complex programs, supervise staff and manage budgets and funding programs.
• Skill in the use of computers and web-based applications.
• Knowledge of federal and state laws and regulations and of state government operations and legislative processes.
• Skill in promoting and providing good customer service to internal and external customers.
• Comprehensive knowledge of complex transportation planning programs (financial, operational and engineering).
• Ability to supervise and manage a large and diverse professional staff.
• Ability to work independently and with a team.
• Ability to resolve unusually complex and sensitive problems.

Additional Considerations

• Knowledge of program evaluation, analysis and strategic planning.
• A combination of training, experience, or education in Public Administration, Business Administration, Business Management, Engineering, Planning, Finance or related field desired.

Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
