Job Duties

Provides leadership and oversight in the Western region (which includes multiple Local Workforce Areas), ensuring the achievement of established goals and performance outcomes of agency workforce development (WD) programs specifically focused on comprehensive delivery of services and an integrated, seamless client experience. Manages field office operations, personnel management, and coordination and synergies between program staff (generalists and specialists) and state and local partners who provide services to jobseekers and employers in Virginia. Collaborates effectively with agency management, staff, and partners to develop and/or implement consistent training, policies and procedures, and ensures adequate staff and resources for field and central office operations. Manages regionally assigned program activities and administrative functions effectively to ensure consistent and timely services are provided and compliance with established policies, rules, and regulations. Serves as a liaison to the Local Workforce Development Boards, business communities and employers, providing support to create a strong workforce aligned with employer needs; promoting agency services and programs; conducting employer outreach and training; making presentations; and serving on committees, boards, panels, etc. Provides support to create a strong workforce aligned with employer needs; promotes agency services and programs; maintains up-to-date knowledge of high-demand occupations, industries, and sector strategies across assigned region; and ensures alignment of services to address agency and employer needs.

This position covers the Southwest, New River/Mount Rogers, Greater Roanoke, Shenandoah Valley, Piedmont, West Piedmont, and Central regions. The selected candidate may reside anywhere within the service area and office location will depend upon local office availability closest to the successful candidate. This is not a remote-work position, as extensive travel within the service area is required.

Minimum Qualifications

• Comprehensive knowledge of employment, workforce and job programs; management principles and practices; quality assurance standards and techniques; the relevant business community and economic indicators; and service delivery models.
• Excellent interpersonal, strategic planning, leadership, decision making, program management and evaluation, operations planning, administrative, oral and written communication, computer (e.g., MS Office Professional) and team building skills.
• Demonstrated ability to build and manage a successful team of professionals with varied backgrounds and areas of expertise; build and maintain positive working relationships and partnerships internal and external to the agency; identify and implement strategies to achieve goals and objectives; manage administrative functions (HR, IT, procurement, facilities and budget); develop and implement policies and procedures; collect, analyze and report data; make formal presentations; and represent the agency to government and state and local business officials, customers, the public, and the media.
• Training and/or experience in public or business administration, education, workforce services, or related field.
• Progressive leadership experience and levels of responsibilities related to complex programs and operations.
• Statement of Economic Interests training and forms required.
• Valid driver's license as frequent statewide and/or overnight travel may be required.

Additional Considerations

• Comprehensive knowledge of the Workforce Innovation and Opportunities Act; state and federal requirements related to workforce services programs; governmental/legislative operations; and unemployment insurance programs.
• Experience managing multiple offices; serving as an office manager; managing statewide, regional and/or district workforce programs; and working with Local Workforce Development Boards.
• Certified Workforce Development Professional (CWDP) or related certification.
