The Virginia Department of Transportation (VDOT) is responsible for building, maintaining, and operating the state’s roads, bridges, tunnels, and ferries. Through the Commonwealth Transportation Board, it also provides funding for airports, rail, and public transportation. Virginia has the third largest state-maintained highway system in the country covering 58,321 miles of interstate, primary, secondary and frontage roads. VDOT has about 7,500 employees making it one of the largest state agencies in Virginia delivering a program that exceeds $5 Billion.

The Salem District maintains more than 9,200 miles of roads in southwestern Virginia in the counties of: Bedford, Botetourt, Carroll, Craig, Floyd, Franklin, Giles, Henry, Montgomery, Patrick, Pulaski, and Roanoke. The district serves more than 650,000 citizens in these counties and the 14 cities and towns in its boundaries.

Manage and direct district survey operations and staff. Direct and support the professional development of survey personnel. Ensure all surveys are in compliance with VDOT and APELSCIDLA rules and regulations.

Sign and seal designated survey documents for projects within area of professional responsibility. Serve as expert witness in court cases related to survey matters. Analyze survey problems and recommend solutions. Coordinate, monitor and direct the work of consultant surveyors.

Direct multiple survey functions for a wide range of transportation projects from scoping through post-construction. Coordinate and direct the work of survey crews performing location, construction, right of way, utility and condemnation surveys. Perform and update workload assessments and man-power projections. Ensure surveys are conducted in accordance with requirements mandated by state governing board (APELSCIDLA) for surveyors. Establish and perform quality control actions required during product and service development and delivery. Ensure production schedules and budgets are current and projects and services are on time and within budget.

Complete work processes using multiple survey, CADD, and digital terrain modeling software, as well as other non-CADD applications. Train and supervise survey staff in the use of automated programs.

Minimum Qualifications

• Knowledge of supervisory principles and practices to include hiring, performance management, employee development and discipline.
• Knowledge of VDOT survey and APELSCIDLA standards, specifications, policies, and procedures.
• Land Surveyor's license.
• Valid driver's license.
• Extensive knowledge of engineering and construction survey criteria, methods, standards and specifi-cations.
• Skill in the use of electronic data collection and surveying equipment.
• Ability to collect, analyze and compile data into technical reports and presentations.
• Ability to read and interpret roadway plans, survey plats, and courthouse data.
• Skill in the use of computers and software applications to include survey, CADD, and digital terrain modeling software.
• Considerable knowledge of survey engineering principles as they relate to engineering survey and roadway design.

Additional Considerations

• Experience supervising and managing engineering survey functions in the transportation industry
• Experience developing and reviewing scope of work and fee proposals for survey work
• Skill in the use of MS Office products, MS Teams and SharePoint for communication, collaboration, and workload planning and monitoring
• A combination of training, experience or education in civil engineering, land surveying or related field desired.

This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include, but are not limited to, inclement weather, disaster response and emergency operations.

Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.

VDOT utilizes a market based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.
