Job Duties
The Virginia Department of Motor Vehicles (DMV) is seeking an efficient and detail oriented Financial Payroll Senior Analyst. This position is responsible for ensuring the accurate and timely processing of payroll, with a focus on complex payroll tasks and ensuring compliance with federal, state, and local tax regulations. This role involves detailed payroll reconciliations, advanced payroll data verification, resolving complex employee payroll inquiries, and overseeing the accuracy of payroll-related data.
The Sr. Financial Payroll Analyst also works closely with other departments to ensure the accuracy of payroll data and maintains thorough records for compliance purposes.
Responsibilities Include:
• Reviewing and verifying employee timesheets for accuracy, completeness, and adherence to agency policies
• Conducting thorough reviews of payroll data to ensure all information is accurate and complete before each payroll cycle
• Analyzing and resolving discrepancies between payroll data and employee records, ensuring minimal errors
• Responding to and resolving employee payroll inquiries, including pay discrepancies, timesheet errors, and other payroll-related concerns
• Identifying opportunities for process improvements within payroll workflows and suggesting enhancements to increase efficiency, accuracy, and compliance
• Participating in new employee orientation sessions twice a month, onboarding new hires and reviewing payroll processes, pay periods, and payment timelines

Minimum Qualifications
• Strong verbal and written communication skills
• Experience providing customer service to both internal and external customers
• Exceptional attention to detail, ensuring all payroll data is verified accurately, with minimal overlooked discrepancies
• Experience handling complex payroll issues and discrepancies, ensuring quick resolution with a high level of accuracy
• Deep understanding of payroll laws and tax regulations, ensuring all payroll processing is compliant with federal, state, and local regulations, and ability to maintain strict confidentiality
• Experience working effectively with HR, Benefits, the payroll processor, and other departments to ensure accurate payroll processing
• Ability to effectively prioritize tasks and manage multiple payroll cycles simultaneously in a high-pressure environment
• Advanced skills in complex payroll systems and Microsoft Office Suite (particularly Excel) for reporting, analysis, and reconciliation tasks
• Ability to analyze payroll discrepancies and reconcile complex payroll reports
Additional Considerations
• Experience with state payroll systems such as Cardinal (or similar software like ADP, Workday, PeopleSoft, etc.) is preferred
• Certified Payroll Professional (CPP) certification
