Job Duties

The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of the Comptroller is seeking a highly motivated and qualified individual to work closely with the Comptroller and Assistant Comptroller. This position serves as the primary contact for coordinating information requests from the Auditor of Public Accounts (APA) applicable to the annual external audit of DBHDS.

Additional duties include:
• Assist with both monthly and annual financial reporting requirements (both GAAP and non-GAAP basis reporting).
• Assist with oversight of the DBHDS Agency Risk Management and Internal Control Standards (ARMICS) program.
• Provide technical assistance to the DBHDS Central Office Fixed Asset Management team to ensure that intangible assets are recorded and reported on a timely basis.
• Assist with federal subrecipient monitoring including review and financial analysis of Single Audits submitted by community services boards and private not for profit entities.
• Serve as primary contact to our Office of Environmental Care by making determinations of capitalization versus expense applicable to capital outlay expenditures incurred and to assure proper posting of construction in progress to facility fixed asset systems.
• Serve as primary oversight of field code changes to DBHDS major financial management systems.
• Serve as eVA administrator in preparing purchase requests for the office as needed.
• Review and process facility appropriation and cash management adjustments throughout the fiscal year.

Minimum Qualifications

• Knowledge of state budget practices.
• Knowledge of generally accepted accounting principles (GAAP) specifically applicable to the Governmental Accounting Standards Board (GASB).
• Knowledge of internal control principles especially in relation to automated financial management systems.
