The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a human resource professional to provide leadership in directing a comprehensive and complex system of human resource services to all employees and customers at Catawba Hospital located in Roanoke County, VA. The position will be responsible for providing direction, leadership and expertise in all areas of human resources and serve as an executive team member, developing, recommending, and implementing effective and efficient human resource management policies, practices and compliance measures. In addition, the position will provide guidance and recommendations to management and employees on a wide variety of complex human resource issues, and will ensure compliance with federal and state policies and regulations. This position will promote and provide human resource programs including, but not limited to recruitment and selection, compensation management, policy, benefits, employee relations, cultural and linguistic competency, and workforce development and planning.

Job Duties
Duties include providing direction, leadership and expertise in all areas of human resources; developing, recommending, and implementing effective and efficient human resource management policies, practices and compliance measures. In addition, the position will provide guidance and recommendations to management and employees on a wide variety of complex human resource issues, and will ensure compliance with federal and state policies and regulations. This position will promote and provide human resource programs including, but not limited to recruitment and selection, compensation management, policy, benefits, employee relations, cultural and linguistic competency, and workforce development and planning. As a member of the leadership this position will serve as the Administrator On-Call approximately 3 weeks out of the calendar year but may do more based on hospital needs.

Minimum Qualifications

• Ability to translate high-level organizational priorities and strategies into actionable HR frameworks. Focus on aligning HR initiatives with business goals and ensuring effective execution.
• Knowledge of talent management techniques and full life cycle recruitment
• Ability to reduce turnover and provide stability by managing staffing levels effectively.
• HR Supervisory experience with demonstrated ability to provide guidance and expertise across all HR functions
• Strong understanding of HR management theories, laws, regulations, policies, principles, and practices, particularly those relevant to Virginia State government. Extensive hands-on experience with FMLA, FLSA, ADA, EEO, grievances, and employee discipline processes.
• Extensive knowledge and demonstrated experience working with HRIS systems
• Proficiency in Microsoft Office Suite, with strong skills in word processing, spreadsheets, and presentation tools.
• Ability to consult with operations management and provide HR services, including strategy development, assessments, and implementation.
• Skilled in ensuring policies, programs, and procedures are properly applied and compliant with federal, state, and local laws.
• Ability to analyze HR-related data, organize information, and produce reports for senior leadership (ELT) to provide insight and ensure data driven decision making
• Excellent verbal and written communication skills.
• Ability to work independently and make informed decisions, particularly on sensitive and complex issues. Sound judgment in handling employee relations, grievances, and disciplinary actions.
• Organizational Skills: Strong organizational skills to manage multiple priorities and projects simultaneously.
• Experience in developing and implementing succession plans

Additional Considerations

• Extensive experience in a variety of HR Functions (Employee Relations, Benefits, e.g.)
• Knowledge and experience working with Commonwealth of Virginia HRIS systems (Cardinal, PageUp, etc.)
• Working knowledge of Commonwealth of Virginia benefits (VRS, VSDP, etc.)
• Human Resource experience within a healthcare system
