Job Duties
The HR Business Partner – Employee Relations will be responsible for managing and resolving employee relations issues, providing conflict resolution, mediating, and resolving employee conflicts fostering a positive and collaborative work environment. Conduct investigations to reduce legal risks and ensuring regulatory compliance; Partnering with the agency’s legal department, consulting with employees and management on employee relations issues while providing guidance and assistance with policy interpretation; developing and/or implementing performance management; serving as an initial point of contact for employee relations. Researching and explaining laws and legal affairs concerning employment to managers, supervisors, and employees. Providing HR consulting services to leaders as it relates to human resources programs and policies making, recommending, and implementing changes as needed. Analyzing trends and metrics in partnership with the HR group to develop solutions, programs, and policies. Leveraging the HR function to deliver effective and customer-focused HR operations, use surveys, interviews, and other studies to research human resource policies, compensation, and other employment issues and make recommendations on changes. Develop, advise, and train managers/supervisors in best employee relations practices and strategies. Partner with leaders to maintain position job descriptions accuracy. This role will also be responsible for completing the annual Agency Salary Plan as well as working with hiring managers and human resources to evaluate classification and compensation for new and existing roles.
Minimum Qualifications
• Proven experience as an HR Business Partner with a work experience in employee relations.
• In-depth knowledge of employment laws and regulations.
• Experience conducting workplace investigations.
• Proficiency in handling disciplinary actions and terminations.
• Demonstrated ability to mediate and resolve employee conflicts.
• Skilled in advising and coaching manager on HR-related issues.
• Consult with employees and management on employee relations issues providing guidance and assistance with policy interpretation.
• Experience designing and delivering employee relations training.
• Ability to collaborate with cross-functional teams.
• Strong understanding of HR best practices and trends.
• High level of discretion and confidentiality in handling sensitive HR matters.
• Strong problem-solving and conflict resolution skills.
• Excellent communication and interpersonal skills.
• Effective in building strong relationships with internal and external stakeholders.
• Excellent organizational skills, time management and attention to detail.
• Ability to prioritize tasks and meet timelines.
• Experience with Microsoft Office Suite and/or related software
Additional Considerations
• Experience with Department of Human Resource Management (DHRM) Standard of Conduct.
• Experience managing employee performance improvement plans.
• Experience conducting exit interviews and utilizing feedback from organizational improvement.
• Familiarity with alternate dispute resolution methods.
