Job Duties

Virginia Information Technologies Agency (VITA) is seeking an Application Modernization Manager to join our Application Modernization and Cloud Integration Services (AMCIS) team. This new role will lead the cloud modernization practice within our Enterprise and Cloud Solutions division.

The position is responsible for utilizing AWS and other cloud services to deliver strategic modernization approaches to Commonwealth of Virginia (COV) agencies. A key goal of this position is assisting COV agencies with technical debt reduction leveraging cloud services.

Position requires candidates with demonstrated enterprise-level application modernization experience and advanced AWS solution architect skills. This role will help shape our modernization services strategy and delivery models. Solutions will utilize AWS Services from infrastructure, Machine Learning, Generative AI, database and web services to implement modernization solutions for existing on-premises applications.

In this role responsibilities include:
• Integrating AWS within the COV Enterprise landscape
• Managing team of architects responsible for supporting agency applications
• Maintaining operations for existing services
• Bringing expertise to construct services using AWS platform capabilities
• Interfacing with agency customers to develop modernization strategies
• Managing vendors to ensure delivery on all contractual requirements
• Maintaining security compliance with COV Standards and Policies including SEC-530 and EA-225

Minimum Qualifications

• Demonstrated advanced AWS solutions architect skills and experience
• Previous experience managing technology personnel
• Demonstrated experience with enterprise application modernization
• Demonstrated experience developing enterprise-scale services
• Architectural familiarity with Public, Private, and multi-cloud environments.
• Experience working as a Senior Information Technology Integrator/Solution Architect role.
• Experience with Service and Operational Level Agreements.
• Knowledge of enterprise databases
• Experience in enterprise security and maintaining compliance per security standards.

Additional Considerations

• AWS Solutions Architect Associate or equivalent certification
• Understanding of infrastructure and security requirements, such as COV-SEC530, COV-EA225, HIPAA, CJIS, FTI and NIST
• Knowledge and experience with virtualization
• Experience with Kubernetes container architectures including RedHat OpenShift Container Platform.
• Experience working with State and Local Government, Education or Public Sector
• Experience with IBM Power architecture and AIX operating system.
• ITIL certifications and experience with managed services principles
