Job Duties

The Virginia Department of Motor Vehicles (DMV) is seeking an experienced and efficiency focused Lead Procurement Officer. This is an expert-level professional purchasing position responsible for managing complex and high value technology- and non-technology-related purchasing projects and service contracts in a cost-effective manner. In this position, you will be responsible for solicitation development, analysis and evaluation of bids and proposals, award of contracts, contract management, and other administrative-related requirements while ensuring compliance with procurement laws, regulations, policies and procedures in support of agency mission and objectives. In addition, this position is critical to ensuring the highest standards of conduct are met for each large-scale solicitation managed.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Extensive experience with public procurement, contracting laws and state regulations, the Commonwealth of Virginia’s Agency Procurement and Surplus Property Manual, VITA’s Buy IT Guidelines, Commonwealth’s Accounting Policy & Procedure (CAPP) manual and the Virginia Public Procurement Act.
• Demonstrated ability to represent the agency on complex technical and contractual matters and develop complex contract documents using competitive sealed bidding, competitive negotiation, emergency and sole source methods.
• Demonstrated ability to conduct research, compile and analyze problems and data and formulate solutions and recommendations.
• Possess and demonstrate excellent business writing and oral communication skills in a tactful manner.
• Demonstrated ability to read, interpret and explain regulations, procedures and standards.
• Experience with analyzing and evaluating proposals.
• Experience with developing and maintaining effective working relationships with internal and external clients, vendors, and other state agencies.
• Must possess strong oral presentation, negotiation and group facilitation skills.
• Ability to effectively work on multiple procurements and projects independently, with very little direct supervision.

Additional Considerations

• Demonstrated experience with eVA preferred.
• Demonstrated experience with the procurement of high dollar or complex requirements for technology, financial, service-related or other commodities.
• Demonstrated experience in preparing, issuing and negotiating competitive and non-competitive contracts.
• Demonstrated experience with handling all facets of contract administration.
