Job Duties
Provides statewide coordination and leadership and supports administration for the Adult and Dislocated Worker (ADW) programs under Title I of the Workforce Investment and Opportunity Act (WIOA). The ADW State Coordinator serves as a key point of contact for Local Workforce Development Boards (LWDBs) regarding ADW programs; represents Virginia Works as an ADW programs subject matter expert with internal and external partners; provides support for statewide program administration; coordinates the identification and implementation of capacity building efforts; enhances program performance through research, assessment, evaluation, and technical assistance; prepares related reports; and collaborates with others to strengthen programs.
Minimum Qualifications
• Experience with program management/administration and/or workforce development programs, practices and/or principles; and knowledge of Workforce Innovation and Opportunity Act (WIOA) legislation and best practices concerning Adult and Dislocated Worker (ADW) Services.
• Comprehensive knowledge of and demonstrated ability to interpret and determine the impact of laws, regulations, and policies related to workforce development services.
• Leadership, research, policy analysis and development, and strategic planning skills. Excellent communication (written and oral) and interpersonal skills. Skilled in Microsoft tools (.e.g., Word, PowerPoint, and Excel or comparable software).
• Demonstrated ability to communicate complex technical details in a clear and concise manner. Ability to effectively provide technical assistance and make formal presentations to various parties (e.g., state and local government, local workforce development areas, agency partners, employers, higher education officials and/or other workforce development partners).
• Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders
• Demonstrated ability to effectively analyze program performance, develop conclusions and communicate findings; to think and solve problems creatively and independently; and to effectively manage and complete assignments independently and as a team member.
• Experience with program management/administration and/or workforce development programs, practices and/or principles; and knowledge of Workforce Innovation and Opportunity Act (WIOA) legislation and best practices concerning Adult and Dislocated Worker (ADW) services.
