Job Duties

Are you skilled in conducting research, writing reports, analyzing data, providing statistical analysis, and evaluating public policy and programs? If so, the role of Policy Analyst with the Virginia Department of Housing and Community Development is the perfect opportunity for you.

At the Virginia Department of Housing and Community Development, within our Policy and Legislative Services division, the Policy Analyst will support various divisions within the agency, as well as associated boards, gubernatorial and legislative study commissions, and public/private entities invested in community and economic development, housing, and Virginia’s legislative landscape. Your work will play a crucial role in furthering the goals of the agency by providing essential expertise in research, program evaluation, public policy, and the development of effective legislation and regulations.

As a Policy Analyst, you will have the following core responsibilities:
•Reviewing introduced and amended legislation, identifying those of interest to the agency and the agency’s boards/commissions, and preparing analysis on the impacts of assigned legislation.
•Assisting in the preparation of various reports, studies, strategic plans, databases, surveys, fiscal impact statements, or other documents as needed, in support of Agency objectives.
•Assisting with conducting surveys and analyzing survey results, as well as other outreach efforts with agency divisions, external stakeholders, local governments, and others.
•Providing support to the Board of Housing and Community Development and Commission on Local Government, as well as other boards and special study committees of the agency.

Minimum Qualifications

  • Knowledge of state and/or federal regulatory and/or legislative processes.
  • Demonstrated ability to collect, compile, and accurately analyze data, policies, regulations, and procedures.
  • Skilled in drafting comprehensive and accurate reports, summaries, briefing papers, position statements, and/or memoranda.
  • Demonstrated ability to identify issues, analyze problems, develop solutions, articulate findings, and make recommendations, delivering clear and actionable insights.
  • Knowledge of data sources and ability to locate and utilize appropriate resources.
  • Ability to manage multiple assignments and organize and prioritize work.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with diverse people of varying abilities.
  • Experience in the application of policy analysis, program evaluation, or strategic planning methods.
  • Experience in using a PC and a variety of software to input data and produce graphics, and to create and manipulate electronic databases.

Additional Considerations

Knowledge of state and local government structure and authority, and intergovernmental relations is preferred.
Knowledge of local government policies, including land use, economic development, and/or fiscal is preferred.
