Job Duties

The Virginia Department of Health Profession's (DHP) mission is to ensure safe and competent patient care by licensing health professionals, enforcing standards of practice, and providing information to health care practitioners and the public.

This position performs a variety of fiscal duties requiring knowledge of accounting functions or principles, general    business practices, collection procedures, and/or applicable computer systems. The individual in this position will research, investigate, analyze, reconcile, and evaluate financial and operational data. This position requires knowledge of agency, state and federal laws, rules and regulations with the ability to apply this knowledge in the daily performance of duties. The position interacts frequently with internal and external customers using both verbal and written communication skills to discuss financial processes or issues. The primary duties of this position will have an emphasis on Accounts Receivable including preparing complex revenue payment reconciliations, revenue/expenditure reimbursement billing and collection activities, preliminary analyses, processing and reporting activities leading up to the monthly and annual Financial Certification, analyzing and processing revenue refunds and analyzing, processing and entering financial transactions in the applicable computer systems. This position will assist other staff members in all the Financial Services Division functional areas to support the division's strategic and tactical cross-training goals, ensuring that workflow continues uninterrupted during peak processing periods and unexpected challenges throughout the performance cycle. 

Minimum Qualifications

· Basic knowledge of Governmental Accounting Standards Board (GASB).
· Working knowledge of Generally Accepted Accounting Principles (GAAP).
· Working knowledge of state and federal laws, rules, and regulations.
· Demonstrated ability to research, investigate, analyze, reconcile, and evaluate data.
· Demonstrated ability to apply, interpret, or assess existing policies, procedures, laws, and regulations with potentially considerable financial or operational impact on the agency, program participants, and the general public.
· Demonstrated ability to interact with internal and external customers using both verbal and written skills to prepare reports and discuss financial processes or issues requiring effective communication skills.
· Ability to make independent and logical decisions and/or recommendations.
· Ability to manage time and assignments to effectively meet deadlines, multi-task, and work independently and collaboratively in a fast-paced, automated environment.
· Proficient in the use of all MS Office Suite applications, specifically Excel and Word.

Additional Considerations

· Comprehensive knowledge of the Commonwealth Accounting Policies and Procedures (CAPP) manual, particularly in general accounting, cash management and reconciliations.
· Working knowledge of internal control processes and procedures related to business processes.
· Working knowledge of the Commonwealth Accounting System (Cardinal).
· Working knowledge of QuickBooks.
· Demonstrated database experience with automated systems.
