The DGS Division of Engineering & Buildings (DEB) is hiring for a Business Operations Specialist to provide systems operations support, coordinate DEB training efforts, and provide back-up to general administrative functions. DEB assures the life, health, welfare, and safety of occupants of buildings on state owned property by serving as the State Building Official in accord with the Virginia Uniform Statewide Building Code (COV 36-98.1). More specifically, the Division does the following:

  • Develops state policies and procedures on the procurement of construction services, procurement of professional services, and establishing state building design guidelines for economy, construction practices and quality standards (COV 2.2-1132 and 2.2-4300 et seq.)
  • Develops and promulgates policies, procedures, and accessibility standards through the Construction & Professional Services Manual (COV 2.2-1159) and assures conformance to these guidelines and standards by reviewing documents and performing construction inspections.
  • Provides technical assistance to state agencies for programming, design, and procurement, and maintains the Building Information Tracking System, Electronic Document Review, Virginia Construction Cost Database, and Electronic Document Management.
  • Manages the statewide capital outlay construction program through assistance to the Department of Planning & Budget (DPB) with Capital Budget Requests (Appropriations Act) funds distribution, Maintenance Reserve allocations, by supporting the Six-Year Capital Outlay Planning Advisory Committee (6PAC) (COV 2.2-1516) in management of the capital outlay construction Pool Funding Process, and by providing cost estimating services to support the DPB, 6PAC, House Appropriations Committee and Senate Finance Committee in their capital outlay planning.

The Business Operations Specialist will support this by coordinating various business operations to support the Commonwealth of Virginia’s Capital Outlay Program and State Building Official function.

Job duties include, but are not limited to: 

  • Providing daily coordination and support for DEB’s computer/systems operations, including the Building Information Tracking System (BITS), Electronic Document Review (EDR) system, electronic records management tools, asset management tools, the DEB website, and DEB's special mailboxes and distribution lists.
  • Facilitate the development of systems requirements and the documentation of operational procedures.
  • Administration and support for the Virginia Construction Contracting Officer (VCCO) certification program.
  • Developing, presenting, and maintaining slideshows, handouts, exercises, and other materials for Division training events, such as Construction & Professional Services Manual (CPSM) and VCCO seminars.
  • Coordinating seminar logistics, including replying to inquiries from enrolled and prospective agencies, creating reports for evaluation of seminar participation and feedback, creating electronic polls and surveys, and validating and issuing certificates of attendance.
  • Prepare and publish the DEB newsletter, including compiling articles provided by others, detailing information about upcoming seminars, listing recent VCCO certifications, and listing DEB notices and form updates.
  • Provide back-up support for other DEB administrative staff.

This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Qualifications 

  • Experience in preparing, coordinating, and presenting training exercises and/or seminars.
  • Experience in developing and documenting functional requirements for various aspects of business systems, including creating mock-ups for system improvements and reports.
  • Experience in the development and execution of plans for thorough testing of system upgrades prior to operational release.
  • Knowledge and experience in the design, administration, and use of web-enabled document/records management systems, database management systems, and menu-driven programs for entering, managing, and compiling reports on project data.
  • Experience with word processing, spreadsheet, presentation, and database software, including the ability to independently create, review and edit a wide variety of forms, reports, and other documents.
  • Excellent customer service, interpersonal, and communication skills.
  • Ability to prioritize, multi-task and schedule workload to meet both normal completion schedules and special deadlines.
  • Ability to work independently and exercise judgment.

Additional Considerations 

  • VCCO or ICC Permit Technician certification.
  • Administrative work experience in architecture, engineering, and/or construction.
  • Knowledge of the functions of a variety of agencies of the Commonwealth.
  • Experience in administering training and certification programs.
  • Experience with BITS and/or Bluebeam.
