The DGS Division of Engineering & Buildings (DEB) is hiring for a Capital Outlay Reviewer to on the Cost Review team. This Reviewer will ensure that the Construction & Professional Services Manual (CPSM) capital outlay building cost policies and practices are correctly applied and coordinated for the design of state-owned buildings and structures. This Reviewer will also provide technical expertise to the Capital Outlay Plan Advisory Committee and ensure that state capital outlay facilities / projects conform to good construction practices, are economical solutions to program requirements, conform to procurement standards, and are within the project description authorized by the Governor and the Legislature.

DEB assures the life, health, welfare, and safety of occupants of buildings on state owned property by serving as the State Building Official in accord with the Virginia Uniform Statewide Building Code (COV 36-98.1). More specifically, the Division does the following:

  • Develops state policies and procedures on the procurement of construction services, procurement of professional services, and establishing state building design guidelines for economy, construction practices and quality standards (COV 2.2-1132 and 2.2-4300 et seq.)
  • Develops and promulgates policies, procedures, and accessibility standards through the Construction & Professional Services Manual (COV 2.2-1159) and assures conformance to these guidelines and standards by reviewing documents and performing construction inspections.
  • Provides technical assistance to state agencies for programming, design, and procurement, and maintains the Building Information Tracking System, Electronic Document Review, Virginia Construction Cost Database, and Electronic Document Management.
  • Manages the statewide capital outlay construction program through assistance to the Department of Planning & Budget (DPB) with Capital Budget Requests (Appropriations Act) funds distribution, Maintenance Reserve allocations, by supporting the Six-Year Capital Outlay Planning Advisory Committee (6PAC) (COV 2.2-1516) in management of the capital outlay construction Pool Funding Process, and by providing cost estimating services to support the DPB, 6PAC, House Appropriations Committee and Senate Finance Committee in their capital outlay planning.

As part of the Cost Review team, the Capital Outlay Reviewer will support this with extensive knowledge of and professional level experience in architectural analyses, cost estimating, building and building system designs, and construction practices for a variety of facility types and sizes.

Job duties include, but are not limited to: 

  • Providing cost estimating, value engineering, conceptual design alternatives, and program alternatives to Bureau, Division, and Department management for “pool process” projects.
  • Analyzing Cost Estimates for accuracy and appropriateness, preparing related recommendations, and reviewing and directing corrections to be made to conform to the CPSM.
  • Reviewing and coordinating the receipt of Pre-Planning Studies, Feasibility Studies, and Capital Outlay Budget Requests.
  • Reviewing Value Engineering Study Reports, Summary of Value Engineering Recommendations, and Summary of Cost Savings.
  • Verifying legislative intent and ensuring that the proper interpretation and application of program, scope, and functional requirements has been implemented in the design.
  • Ensuring that proposed construction budgets for buildings on state-owned property are reasonable and consistent with similar projects in the region and state.
  • Meeting with Owners, Agencies, and their architectural and engineering designers (A/Es) to provide technical assistance and resolve problems.
  • Developing alternative solutions and preparing reports to effectively present the information orally and in writing to management, clients, and other upper level professionals, managers and administrators.
  • Contributing to the compilation and management of the Virginia Building Construction Cost Database by recording information in Performance Budget Program.

This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Qualifications 

  • Experience with Construction Administration or Management, Architecture, or Engineering.
  • Substantial experience in preparation and analysis of detailed construction Cost Estimates.
  • Experience with building systems analyses, designs, and construction practices for a variety of facility types, sizes and uses, including building site and utilities layout.
  • Ability to determine proper application of requirements and evaluate compliance with policies, procedures, and regulations.
  • Ability to research and analyze policy and requirements and develop alternative solutions to problems.
  • Ability to use word processors, spreadsheets, and/or Electronic Document Review software to review and produce written comments and reports.
  • Ability to prioritize, adjust, and sequence work to meet deadlines.
  • Excellent interpersonal and communication skills, including strong interdisciplinary coordination skills and the ability to conduct interactions in a professional, fair, and cooperative manner.
  • Valid Driver’s License (or the ability to attain one within 60 days of hire).

Additional Considerations 

  • Certification as a Certified Professional Estimator (CPE) from ASPE or Certified Cost Professional (CCP) from AACE. Candidates who do not have either certification will be required to attain the CPE certification within 12 months of hire.
  • Substantial experience in Microsoft Excel and BlueBeam software.
  • Considerable knowledge and experience with the CPSM.
  • Experience with the capital outlay process and/or budgeting.
  • Experience with budgeting or finance.
