The DGS Division of Capital Square Services (DCSS) is seeking a leader to serve as the Assistant Director for Parking & Badging. DCSS's mission is to deliver high-quality, cost-effective, and timely services that enable state agencies to conduct business efficiently in a safe and healthful environment. The Assistant Director will support that by assisting in the administration and operations of the identification and building access security program serving and of the parking facilities in the Capital complex, comprising of over 8,000 parking spaces to serve employees and contractors from 70 state agencies.

Job duties include, but are not limited to: 

  • Directing the daily operation of the Parking Services Section employees.
  • Developing and administering administrative procedures for the access/employee identification card security enhancement program for the Capitol Complex, including issuing, securing and maintaining over 10,000 cards for employees and contract personnel.
  • Identifying, developing, recommending, and implementing policies, procedures, and programs to improve the operation of the parking program and facilities that lower cost, improve security and customer satisfaction, and provide consistency of usage
  • Assisting the Director of Parking and Badging with establishing and maintaining multiple service contracts to properly secure and maintain parking facilities, including the construction and maintenance program for the Section.
  • Supporting the Director of Parking and Badging with managing the parking revenue fund to ensure that all revenues of over $ 5.6 million are collected and that sufficient funds are on hand at all times to meet debt service and other obligations.
  • Assisting with the formulation and management of biennial and annual operating budgets to provide for requirements including performance of tasks in 6-year parking maintenance program.
  • Assisting the Director of Parking and Badging with automated system development to meet parking revenue and facility access control requirements, management report requirements, and audit needs, including analyzing and determining information system requirements based on forecasting long-term needs.

This position is located in Richmond, Virginia and eligible for a hybrid telework schedule (telework up to 2 days/week) after the completion of a Telework Agreement.

Minimum Qualifications 

  • Experience with building access control/security systems.
  • Knowledge of parking operations and programs.
  • Knowledge of state government operations, financial systems, and budgeting procedures.
  • Experience with supervising or leading a team.
  • Experience with policy development.
  • Experience with budget development, monitoring, and compliance.
  • Considerable administrative, supervisory, and organizational skills.
  • Ability to prioritize activities and to manage multiple project simultaneously.
  • Ability to deal tactfully with people and sensitive issues.
  • Strong written and verbal communication skills.

Additional Considerations 

  • Certified Administrator of Public Parking.
  • Experience managing parking operations and programs.
