Job Duties
This position provides advanced, professional Human Resource support, guidance, consultation, advice, and service to Central State Hospital regarding recruitment, selection, retention, data analysis and compensation. Performs advanced-level duties and responsibilities to effectively administer the Recruitment Program at CSH. Responsibilities include consulting and advising agency management, supervision of the recruitment staff, all aspects of the hiring process, position analysis, job classification, compensation, orientation, retention & employee engagement, and administration of contract staffing programs. This position will also work on design and implementation of new recruitment initiatives, advertising, marketing and participates in events to promote CSH, the opportunities and career ladders to build a qualified workforce. This position works in concert with DBHDS Central Office Human Resources to accomplish the mission of that facility in these specified areas. May provide back up to the Director of Human Resources on occasion.
Minimum Qualifications
Extensive knowledge of principles and practices of HR administration and procedures and guidelines associated with processing personnel actions, with focus in recruitment and retention, to include applicable Federal and State Laws. Ability to compile data, provide detailed reports, market analysis and sound analysis to address recruitment retention initiatives and measures. Ability to work independently, with a team, multi-task, manage a heavy work volume, and meet the ever-changing demands in a fast-paced environment is essential. Strong customer service, time management and organizational skills with the ability to be very detail oriented is essential. Demonstrated skill in Microsoft Office software to include, Word, Excel, Outlook. Must be able to conduct training and presentations to groups of new hires and staff when applicable. Demonstrated ability to apply and interpret personnel policies and guidelines, analyze data and present conclusions, work with managers, employees, and the public, orally and in writing.
Additional Considerations
PHR or SPHR certification is preferred. Page UP and Cardinal experience.
