Job Duties
The Fiscal Grants Manager is responsible for the oversight and fiscal reconciliation of the Office of Epidemiology's federal grants/cooperative agreements. The Office of Epidemiology has many complex grants/cooperative agreements with varying grant life cycles and reporting requirements. These include the Epidemiology and Laboratory Capacity for Prevention and Control of Emerging Infectious Diseases (ELC) and the Strengthening Vaccine-Preventable Disease Prevention and Response funding opportunities for example. The ideal candidate has experience with federal grants, is detail oriented, able to balance competing priorities, and is proficient in Microsoft excel. Executes various fiscal related stages of grant life cycle, including pre-award review, grant application upload, progress monitoring and award closure; uses the approved budget narrative to prepare budget and expenditure/allocation; estimates grant budget line items; works collaboratively with the Office of Financial Management (OFM) on preparation of Federal Financial Reports; identifies expenditure variances and recommends methods, strategies and procedures to ensure allocated resources are neither exceeded nor significantly under-spent; aggressively pursues all potential revenue streams relative to back billing and Rebating functions; prepares, reviews and reconciles monthly financial reports; serves as a resource to program staff and contractors on resolving complex issues on invoicing and other fiscal functions; develops procedural changes and/or recommends process changes; and responds to inquiries and audit activities, recommends corrective action and ensures appropriate follow-up; performs advanced-level responsibilities analyzing and evaluating data in one or more specialty areas including, but not limited to, resources management, business operations/processes, budgets and financial systems.
Minimum Qualifications
• Knowledge of state accounting & financial policies, procedures & operations, governmental accounting & audit requirements; state financial & procurement systems, Cardinal Accounting System; budget preparation, analysis & execution requirements; long/ short-term planning; federal & state grants management; database management; & federal procurement & contracting guidelines
• Strong & demonstrated planning, computer skills verbal & written communication, supervisory; analytical skills
• Ability to collect & analyze data; organize & manage multiple complex fiscal & accounting operations; assess administrative operations & recommend enhancements; manage competing priorities
• Experience managing multiple funds, cost centers & budget streams
Additional Considerations
• Experience serving as a lead fiscal officer; experience working in state government
