Job Duties

The Motor Vehicle Dealer Board is seeking a highly skilled IT Program Manager with experience in Agency IT Resource and Information Security standards, website administration, and enterprise-level IT support. The ideal candidate will be responsible for supporting a small office environment, managing vendor relationships, and providing modernization input and project management. Experience working on Commonwealth-level projects is preferred.
Key Responsibilities:
• IT Support & Maintenance: Provide day-to-day IT support, troubleshooting, and maintenance for enterprise-level and web-based applications.
• Website & System Administration: Manage website performance, security, and updates while ensuring system stability and usability.
• Vendor Management: Liaise with vendors to procure and maintain IT solutions that align with organizational needs.
• Enterprise Integration & Architecture: Implement enterprise-level solutions and ensure seamless integration across platforms.
• Project Management: Contribute to modernization efforts, lead IT projects, and support technology upgrades.
• VITA Liaison Experience (Preferred): Work closely with Virginia Information Technologies Agency (VITA) on IT governance, security, and compliance matters.
• Development & Programming:
o Develop and maintain applications using .NET Web API, C#, MS SQL, and Object-Oriented Programming (OOP/OOD).
o Expertise in Visual Studio, JavaScript, JQuery, Bootstrap to support front-end and back-end development.
o Configure and manage IIS and Windows Servers.
• Security & Compliance: Ensure systems adhere to ISO standards and best practices for security and compliance.
• Client Support & Interaction: Provide strong customer service, technical support, and training to internal users.

Minimum Qualifications

• Extensive experience in IT system support, enterprise applications, and web-based environments.
• Strong knowledge of C#, .NET Web API, MS SQL, OOP, and OOD.
• Hands-on experience with IIS, Windows Servers, JavaScript, JQuery, Bootstrap, and Visual Studio.
• Knowledge of enterprise integration concepts and architecture.
• Experience working with technical manuals, networked workstations, servers, and printers.
• Strong analytical, troubleshooting, and communication skills.
• Ability to support a small office environment while also contributing to larger enterprise-level projects.
• Experience in modernization and project management, preferably at the Commonwealth level.
• Preferred: Familiarity with VITA processes and liaison responsibilities.
