Job Duties
This position will provide campus wide (PGH & VCBR) management for Information Technology and Security Systems Department. Manages the IT and Security Systems staff and budget. Provides direction for the following areas: IT Security, access control, software application development, telecommunications services, procuring technology related equipment, and provide overall systems management. This position supports and manages data and video networks, managed print services, storage of confidential digital data, and all electronic security equipment. Acts as liaison with VITA/SAIC to ensure proper service according to the contract. Provide leadership and direction to the implementation of Electronic Health Record (EHR) for both PGH and VCBR to the specific needs of both PGH and VCBR. Manages various projects involving IT and renovation and construction. Monitors and measures output for IT staff. Completes an annual IT strategic and emergency plan for both facilities in order to plan for the future. This position should be able to anticipate the agency-wide policy implications of a local issue, return a vision of what is needed through technology, and articulate a plan to combine technology with the top priorities addressing states services provided by both PGH and VCBR. This position is mission critical.
• A solid vision and understanding of technology planning, development, and deployment processes.
• Knowledge of business principles as well as state and federal mode of operations.
• Knowledge of electronics, troubleshooting, calibration, testing procedures, circuit analysis and repair.
• Ability to maintain computer infrastructures with emphasis on networking and network design.
• Ability to diagnose and repair complex surveillance/locking equipment.
• Ability of capacity planning, installation, configuration, migration, monitoring, security and troubleshooting of MS SQL Server databases.
• Ability to develop wiring diagrams and schematics.
• Ability to develop reports and analyze data.
• Ability and experience managing server equipment and support staff of onsite and virtual servers.
• Ability to follow oral and written instructions.
• Ability to perform multiple tasks in a fast pace environment and to prioritize work assignments; requires strong organizational skills and attention to detail.
• Ability to develop and maintain an environment of customer service to all end-users, and department heads.
• Skills to manage and maintain all security systems, to include complex CCTV surveillance, radio communication, and other security and recording systems. Duties include system design, monitoring, granting individual permissions for access, maintenance, etc.
• Knowledge and expertise in application design, database development and internet site development.
• Ability to work with a wide variety of staff, review processes, interprets need and develops automated systems to assist end-users.
• Ability to manage highly skilled professionals in the production of reasonable outcomes.
• Retain and recruit and develop relevant staff to maintain systems needed for PGH and VCBR.
• Ability to manage simple to complex projects involving multiple disciplines.
• Ability to manage a team of developers and security systems specialists in a dynamic and changing technical environment.
• Ability to think strategically.
Minimum Qualifications
• Experience designing and maintaining complex security surveillance systems required.
• Project Management experience or equivalent experience is required.
• Experience working with Senior Management Required
Additional Considerations
• Bachelor of Science degree related to Information Technology or combination of equivalent education and experience is preferred.
• Experience in a maximum-security setting preferred.
• Experience in healthcare setting preferred.
