About the Position:

The Virginia State Police (VSP) is seeking to hire a Payroll Transaction Specialist in our Human Resources Division (HR) Division at State Police Headquarters in North Chesterfield, Virginia. The successful candidate will serve as a liaison and coordinate payroll, salary and benefits activities with HR, Property and Finance (P&F), and Payroll Services Bureau (PSB) to include tracking, researching and resolving timekeeping, payroll and benefits issues and transactions, and ensuring compliance with processing and required deadlines.

Minimum Qualifications

•Working knowledge of payroll systems; state, federal and local laws and regulations; and associated methodology, processes, and terminology; of bookkeeping terminology; methods and accounting theory and principles; of record keeping principles and practices related to maintaining payroll records; of basic benefits and leave reporting practices; and of standard office procedures, practices, and equipment.
•Skill in using computers and Microsoft Office applications to include Word, Excel, Power Point, and Outlook email applications, and general office equipment; and in working with Oracle accounting software program.
•Demonstrated ability to make arithmetic computations using whole numbers, fractions, and decimals; to compute rates, ratios and percentages; to understand and apply governmental accounting practices in the maintenance of financial records; to monitor, analyze and reconcile data and accurately perform data entry in an automated system; to run automated reports and identify, analyze, and resolve discrepancies; to resolve time and attendance coding discrepancies and make corrections; to interpret and apply time and attendance policies and procedures; to communicate effectively in English orally and in writing; to prepare financial records and reports; to work independently and as a member of a team; and to establish and maintain effective working relationships with associates, coordinating divisions and/or agencies, management, and the general public.
•Coursework or training in accounting, bookkeeping, human resources, or a related area.
•Directly related experience working in maintenance and reconciliation of payroll and financial records with knowledge of timekeeping practices; and personnel policies and procedures relating to leave and timekeeping.
•High School Diploma or GED equivalent.

Additional Considerations

•Experience using Cardinal Human Capital Management (HCM) or similar automated time and leave management system preferred.
•Some knowledge and experience of Virginia Workers’ Compensation, Family and Medical Leave, and Virginia Sickness and Disability programs preferred.
