Job Duties

The Agency Management Analyst Lead serves as the lead employee responsible for conducting and overseeing complex analyses of public health data and program performance to support informed decision-making across the Norfolk Department of Public Health. This position identifies and interprets trends related to causes of death, injury, disease outbreaks, treatment variations, and health outcomes using diverse data sources and statistical methodologies.

In addition to technical data analysis, Agency Management Lead Analyst evaluates the effectiveness and efficiency of public health programs, identifies areas for improvement, and develops recommendations to enhance service delivery, optimize resource allocation, and support equity-driven public health outcomes.

Minimum Qualifications

• Considerable knowledge and experience in principles/methods that support the program with utilizes a variety of data sources/statistical tools, develop reports for general distribution and to satisfy funding sources.

• Experience developing and/or implementing policies and working in teams.

• Experience in and knowledge of project management; ability to work independently.

• Experience with Geographic Information System (GIS) (e.g.ArcGIS, ArcGIS Server, ArcSDE. ArcIMS).

• Strong relational/non-relational database management skills (Access, Excel and/or Visual Basic) and integration of other data sources (e.g., CSV, DBF, XLS files, Census data). Must have basic knowledge of SQL querying.  Advanced skill in MS Office Suite; Must have strong analytical skills and experience with Python, R or similar.

• Well-developed communication and presentation skills.

Additional Considerations

  • Demonstrated knowledge of public health policies, programs, and regulatory frameworks.
  • Experience with public health program evaluation and quality improvement methods.
